JISR is vital for all military operations, it provides information and intelligence to decision-makers and action-takers, helping them make informed, timely and accurate decisions.

What on earth are you talking about? NATO has started funneling troops into all eastern block countries in response to Russian aggression. They're playing the same game as Russia - conducting "exercises". Who knows. They might even end up having absolutely no military presence in Ukraine pounding Russia's nonexistent troops to a pulp.
