It's an adult bald eagle with a juvenile bald eagle (the juvies don't get the white head until adulthood). Fun story, I had a Golden Eagle land on my deck railing a few years ago. I was sitting on the sofa and it was ~6 feet away. I was so mesmerized by his eyes as he looked in at me, I couldn't even grab my phone for a pic. He flew away and his wingspan must have been 4-5 feet. He was massive. One of my coolest wildlife experiences ever (next to Katmai).
I was suprised to see Grazer with two little ones since she still had the three female cubs with her during last years mating season. I thought for sure she would return solo this year. They look like mini 747's. Just saying!

that is a juvenile bald. they look like they have been paint-splattered. no adult plumage until about 6 years old.
I think it could be Rough-legged buzzard.
