Chinese flower forehead decoration is decorative, meaning it was used for aesthetic, fashion purposes but didn't have any other meaning (so not religious etc like in Hindu where you have certain forehead marks such as bindu etc).
I have read that it originates from the legend of Princess Shouyang (you can search her name up and read more) who fell alseep under a plum tree. As she was sleeping a flower fell on her forehead leaving a mark and all the women that saw it thought it was beautiful and started imitating it with make up. Since the upper class ladies started to do it, it became a popular fashion statement which is why we see it in Chinese historical dramas. Each era had certain features, items, face decor that was more popular which is why we see different varieties.

Wackson Jang You can find different patterns online (huadian/花鈿) in different colors, shapes and materials so although today its done as a temporary tattoo you can easily draw it with brush or using other stuff you may have. I'm not Chinese but I draw them on for my Chinese friends since I'm quite skilled in painting and they find it amusing how accurate they look to what they ask me for.
