Yes indeed. German! And technically French since this song was written in France during the Paris Commune which was technically the first communist government in the world.

May these 3 legendary communist legends unite!
🇩🇪- for founding the one and true ideology for all the workers of the entire world
🇫🇷- for making the song and inventing socialism, also the first communist revolutionaries
🇷🇺- for successfully adopting the ideologies, and becoming the most powerful communist country in history

I learned this song back in 1977 as a young high activist under a military dictatorship in Brazil; it was strictly forbidden and its singing punished with jail time then. And since then I can’t hear it in any language without thinking of all people that played and sang it in protest, defiance and hope and brotherhood since that day in 1888 in Lyon, when the worker Pierre Degeyter took his old small harmonica and put a tune to Edouard Pottier’s poem for the first International Association of Workers. So many voices made its singing the last act of their lives... I want it played when I’m buried.

"Who doesnt know the song of the socialist fraternization of the workers of all countries? It became the hymn of the Internationale and its parties in the end of the 19th century. "In which country a worker might go, where his destiny might bring him to, how foreign he might feel so he can find with the kind of the Internationale comrades and friends." So characterized Lenin in year 1913 the people-uniting role of this song. But one year laterr, 1914, the leaders of the social-democrazy have betrayed the ideals of this song. Today its sung by the true socialists, the revolutionary workers of all countries."
