Post 10, put a measurement marker on your rake, so that you can reveal how high the flood water is. Use a bright color paint or contractor tape, somthing easily visible. It's amazing how fast the water rises during the heavy rain.

Many cities used to make cleaning snow & debris off the sidewalk in front of your home or business your responsibility. If you didn't you were fined. There were, of course exceptions for the elderly & infirm but able bodied people were expected to help.

That was my guess as well. Everything on newer cars are hidden behind some plastic cover, so why not an tire? The size fits perfect for a spare.

Yes it tends to be the part behind the wheel with then sits into it with the nuts or bolts, most likely was left with wheel off and it got pulled off.
