Technically Shawn Michaels was the WWE champion at the time so they couldn't have him compete in that match and Scott Hall and Kevin Nash had left WWE so they couldn't punish them so since triple H wasn't that great yet so it made sense to only punish him

I have kept watching to see if any of his subsequent character changes have been better but all have pretty much been just the same dull, slow paced borefest, except his run as US champ which had some entertaining matches.
