Design - How to correctly resourcing your programme / Service design

In the 'design' phase, particularly in humanitarian work, there is not much experience in staffing design, so there can be a tendency to just throw people and money at a design, without real reflection. This then gets cut, without much reflection either. So programmes or service design tends to end up either unbalanced or under.resourced leading to lessening of impact.
