Can Bastian use Voice of Thunder to issue the Thunderbolt Volley command to a unit anywhere on the battlefield?
Don't see why not. Holy commands are command abilities, Carthalos allows you to issue a command to any unit on the battlefield.
So... still no point changes for Beasts of Chaos. I though it was still a year before you abandoned them.
Probably a bit of a sunk-cost fallacy to developing them further.

So bummed that Beasts of Chaos wasn't even touched. I know they're getting canned in 4th edition, but they're already at the bottom of the winrate chart. You guys could have at least given them a good sendoff 😥 Everyone around BoC got points decreases, so I guess my fellow beastlords will hangout at rock bottom.

The nerf to lrl was excessive and unnecessary. Horses going up was bad. It will impact badly

how is posible that seraphon carnosaurus cost 220 but city of aigmar monsters as the imperial gryfon or the black dragon cost 280 when have the same stats than the carnosaur???
