Right. Especially when you learn who Sanzaru chose as his true identity-they should've gone with the mole instead (the one from the concept art). I call him Wimhof in my _Sly Cooper_ fanfiction universe, and he's also a Dutch robotics expert, who was expelled from its International School of Robotics and seeks revenge by committing heists with his mechanical minions. Plus, the Black Baron's identity was much better foreshadowed, as we never saw him with Penelope (who we thought was his mechanic at first), and her claims of serving him were metaphorically true (as the persona, which she'd created as a means around the tight age requirements of the dogfighting competitions, took on a life of its own and gradually consumed her as it got more famous, and she wanted to escape its "employ").
Or they could've used Sir Raleigh, as another option. He's also an established evil machinist.

I low key had Contessa at Awesome because well she was a double agent for the Klaw Gang and Interpol, she actually captures everyone except Bentley also almost took control of Murray and Carmelita. Outside of Clockwork she is probably on paper the most psychological and evil villain.
Tennessee Kid" Cooper is my favorite ancestor, he is really Dope and I like how they made his skills, like slow down when he shoots, they kinda made it like RDR2.❤️
dude sly came out like 8 or 6 years before rdr2 so im guessing they didnt make it based of a game that wasent a thing at that time but yeah its still cool and a lot like rdr2 dead eye
I can get behind most of these, with Octavio and Contessa (would put her a tier higher) probably of the most memorable villains in my opinion
You forgot one thing about general taio from sly 3, he's sexist, he literally says " shes a women, she dont know up from down "

I feel like there's a direct correlation between how fun the hub is and how good the villain associated with the chapter is. Baron? Not to interesting. Baron's airfield? The wolf is cool, but it's not too fun otherwise. General Tsao? A fantastic bastard. The palace? Also fantastic to run around!
Bentley and Dimitri are one of my favorite characters from the Sly Cooper Franchize.
Dimitri's suit is GREASY SWEET!
And Bentley? His turtle talk his his own flavor, and my GOD does it really... Man's roast game was S tier worthy in 3
Doctor M didn't just kill his "coworker" as his back story. He literally is the Bentley of Sly's father gang. Thant's why he is in posession of Sly's Family stuff because he knew it from Sly's father
If muggshot hadn’t skipped leg day, then he could have easily been Awesome or even Greasy Sweet.
Also, the guy who voiced Raleigh didn’t have to go as hard as he did, but he made it his own and we love it.

The Mask of Dark Earth is more pointless than Bob imo. Like, that whole episode had no proper villain- just a weird magic mask that made things big and angry and I HATED the whole Carmelita boss fight, it was ridiculous. I did like the setting and environment for the Australia episode, but the 'threat' was terrible.

Raleigh to me is one of the coolest members of the fiendish 5 (besides clockwerk of course) mainly cause number 1 his voice was great the way it went from calm to just angry it sort of reminded me of the Red Guy from Cow and Chicken and number 2 cause it was so surprising on how he fought you, you'd he would be in some kind of giant weapon but he just randomly got big and tried crushing you which was also sort of funny especially whenever he got hit 😂

I didn't have my glasses on, and thought the "Bad tier" said "Dad", as in Sly's dad. I just thought that was a weird way to put the lowest tier
I will never ever speak poorly of these games, but Clockwerk is such an insanely raw villain that it’s insane he comes from a kid-friendly cartoon animal platformer. Super genius serial killer cyborg owl that exists to be a literal generational hater. Absolute cinema.

Sly 4 was a rushed job, hence why it was short & missing a desire for more but I'll never hate on Thieves In Time.
People who do are being bias but even if the game was far from complete, it was definitely worth more than a few drops in the bucket to get that amount of scrutiny. It just needed more time, if anything & an actual follow up sequel so this damn demon of a cliffhanger could finally be put to rest for good.
Game is a solid B for me & in its entirety smokes Sly 3 for me. That's how bad Dead Man Tell No Tales sucked for me.
Neyla is definitely my fav villain because she earned that power through her schemes and manipulation
Good list! We actually agree for most of it-I’d just switch mugshot and panda king, take Octavio and Dr. M down a tier, pull rioichi and Captain Lefwee up a tier, and swap decibal and ms. ruby.
The baron didn’t feel like a villain for me, just that.
Black knight, yeah it just made no sense for penelope to leave the cooper gang, especially when she got saved by sly then bently did her a solid twice in sly 3.
And bob…well lets just say sanzaru should’ve cut prehistory and added ancient egypt.

I think Arpeggio really just wanted inmortality, because if wanted to fly he could just invented some kind of wind device or something. All his elaboreted plan is to collect enough hate to unluck Clockwerk's inmortality, the fact that his body also would make him fly its just a bonus.
clockwerk isnt a bat hes an owl, and yea we really dont know much about him, but hopefully they’ll elaborate on his origins

There is something to think about with the Black Knight. For one, its not a short gap between slys 3 and 4. Theres a good chance its been almost a decade of being together and working with Bently. I could see them wanting to prove they were the better inventor than Bently. But Sanzaru went the greed route.
Also with Rioichi, he does have the stealth sprint out the gate. When he runs no one notices. And Salim has his own form or paraglider. Its a magic carpet.
On a different note, Rajan is NOT sane! Dude is a drug or spice addict who gets pissed at his operations being destroyed.
Mz Ruby is my favorite fiendish five member. Don’t care what anyone says, S tier.

Penelope (Sanzaru did her dirty by making her a villain, which I HONESTLY don't get WHY they did that, because she's got literately no reasons to BE a villain. This is just the writers way of reusing the "Making a seemingly good character into the next Neyla" shtick.)
Dimitri (He's got this whole aura that "Sidekicks" of the protagonists have. Like Donkey, Mushu, Genie, Discord and Maui, Dimitri's basically the Comedy Cool Man of the group. Bringing a bit of good humor at the right situations!
The Grizz (Another character who shared qualities with Dimitri, and I wish they made him a good guy!)

Her character plot sounded boring more than anything.)

Plus, he's more of a minion to the Final Boss if anything!)

I'm gonna defend arpeggio as I have seen some folks need wheelchairs and I took some of their lunches. They can't talk as we do one sadly passed 2 years ago and some can't chew they still are human regardless.

Panda king is a little overrated for me in the first game past his spectacle in the fight because from what we seen he only made 1 functional firework out of many and lost his sanity because the royalty hated it. If you look at everything except that he’s amazing, past that even origin taken into effect 3 PK is leagues better for me.

Having played only Sly 2 and 3 I agree a lot with your choices. I'd put two more characters to the S tier and those would be Contessa and Tsao.
First Contessa, she's honestly really intelligent, extremely funny, twisted... the list could go on and on. I also love her voice actress in the Finnish version of the game (haven't played the English one).
Then Tsao, he's a character I love to hate. He's thoroughly an arrogant bastard who should be publicly humiliated! He does his role perfectly and as a character he is amazing.
