Developed by Romero Games! Thats John Romeros newest studio, and his Wife was the lead designer on this game.
This is the first thing they did that wasnt mobile focused, so maybe they will release more stuff that hits a little better in the future. Between this and the Harebrained Schemes acquisition, it seems like Paradox is really trying to get into the turn-based tactics genre!
I fear smaller devs find its easier to just pump out mediocre mobile games. I have a racing manager game that i love. wish they do newer version. but they took that same pc game turned it mobile. and i assuming it does way better there cause they do new mobile version every year i think. and still update and manage the 4 year older mobile version too .

Something very odd about a game based in gangster Chicago that had weapons which were both inaccurate and liable to jam a lot and have pin point accurate percentages on how likely you are to hit. Also feel like they missed an opportunity in letting you customize your mob boss and make you're own. Like you said it just isn't enough of a RPG or a strategy game to appeal to me, and I'm the rare person who does enjoy both genres.

I got this for 6 buckaroos and honestly it's like Mort says, you will see everything in the game rather quick, and I'd say most of the enjoyment comes from your own enjoyment of the setting.
that being said if you can get it for cheap I'd 100% recommend it if you go in aware that it's not the deepest experience.
i think they looked at the Sid Meier's Civilization series and thought of making a 1920's gangster game out of it. In the same way, they took a look at XCOM and thought that they could make a game out of that by mixing the two together. It also felt a little bit like playing a board game except that board games are often more fun when you're playing with friends so imagine if this game had multiplayer, then it has more potential that way.
On the plus side, it's not another 1st/3rd person shooter that most triple A games are designed from, and it's not another side scroller metroidvania that the indie games market are full of. Games like these with nice replayability(if you play smaller maps, and with fewer opponents) are a nice breath of fresh air from time to time.
There are a lot more indie tactical RPGs/sandbox titles then you might think, no offense : )
Battle Brothers (which I highly recommend), Urtuk the Desolation, Wartales, Hand of Merlin, Fell Seal:Arbiters Mark and Troubleshooter:Abandoned Children to name a few.

The Tropico devs already did something similar - Omerta City of Gangsters is also about 1920s bootlegging. Basically you managed crime through the city Tropico-style but there were combat events that was XCOM-style.
It's a bastardized version of Eidos' Gangsters PC game, in my opinion.
I was obsessed with this game for a few months. I think this is aimed for casual or beginners into strat games, like myself. I hope they release new cities and characters, cause I really loved this. I only got kinda tired of it cause once I completed the game with a single character, I realized I've seen everything, as it seems stuff barely changes when picking a different character.
from what I dug up: paradox interactive abandoned the game already.
and it's another carcass that paradox shilled out but then abandoned because they couldn't minimize the game and shovel out the rest of it as "DLC" when it's really "buy 10% now and make installed payments for everything else later.......maybe."

I don't know if it's changed since, but the weapons trade between bosses and in particular the unique weapons each boss has were a big thing when I played.
I had such a ridiculously powerful economy, i bought all the enemies' weapons and then they had access to a fraction of what made each boss dangerous in the final showdowns.
Such a shame. I’m a sucker for the Art Deco vibe/design and absolutely love the small touches of that aesthetic they’ve added throughout this game.
The base game is also on Gamepass with PC, Console and Cloud versions.

yeah same issue i had with weird west, a great concept that stumbles on the building blocks of the game
my question is, did they took the mechanical route that planescape torment did? in that game your priest is a demon so she doesn't use holy idols, your protagonist can't wear armor, your tank is a skull that also can't get armor, actually, aside 2 characters, no one actually wears any outfit at all
planescape shows you can get away with having a good enough rpg without having to give the player all kinds of special gear

Maybe only somwhat related, I feel like the streamlining done by Xcom has done more damage then good for the genre (like WoW did for MMORPGs or Ubisoft in general regarding Open World games).

I just picked this up for $13 and I’ve put about 50 hours in so far… I too was waiting for the price to drop haha. It’s a good game and I prefer the theme over Xcom but yeah, it’s starting to get quite repetitive and I’ve only taken over about 4 neighbourhoods, I’m starting to just go straight for the depots now haha.
You should play Mechanicus. Pure strategy, great music, customizable difficulty.
I really don't understand why they over complicate things when the only thing we are waiting since 1998 is a remake of "Gangsters: Organized Crime" , the software design, rules, settings, mechanics are already there, the community is already there , the environment is already there. Basically a fusion between an RTS + a management game themed with a gangster environment.
Have you tried City of Gangsters? Similar to Empire of Sin. I've heard good things about it.

Wrote it off after I realized it had little in common with Gangsters: Organized Crime, skin deep similarity at best.
By shallow mechanics, do you mean simpler and easier mechanics? Would it be easy enough for the newcommers of this genre (shadowrun-esque) to get into these types of games?
This is one that was kind of a miss for me. I definitely love the theme and the style of combat, but it just is missing something.
There's also persistent problems like quest and UI glitches. For some reason apparently higher quality booze doesn't provide more revenue. Upgrading your buildings is pretty much a money sink with no benefit

Nice commitment Mortismal. Game was fun for the first 10 or so hours but then it just completely runs out of anything new and becomes and absolute slog very quickly. Grinding out those achievements would have been mind-numbing for me.

Mort have you played X-com 1 and 2 ? the modern ones id recommend them heck even the old ones are still good if a bit dated.
I had the same thought. It does feel very reminiscent of Xcom, and not just the combat. The overworld management also appears to be inspired by Xcom.
I love Xcom 2 and I am OK with games being light on story if the gameplay loop is fun, which Mort suggests it really isn't.
Then again Xcom 2 suffered from the same repetitive gameplay once you get the hang of it in the first 5 hours, but I still managed to sink 60 hours into it because I enjoyed the team variation and character customisation.
I may in fact get this game on sale.
Yeah given he compared the combat to shadowrun, not x-com (who definately did this two phase style combat first) to me says he has not played x-com.

Back when this was announced, people on the Paradox forum expected some sort of Crusader Kings set in prohibition Chicago. Of course that was a silly and unrealistic expectation, but I kind of get where it came from. A game in this setting but with more RPG features and especially more character customization and personalization would be wonderful. I'd love to make my own mobster character and see them rise through the ranks. But as you say, it's too casual for that crowd, despite the high production values. Bit of a shame, to be honest.
I think it is or at least was on gamepass. I might try it if it hasn't left yet.
Thanks for the review! You sort of reinforced what I saw as a major complaint for this game: shallow in all aspects. I really would have loved a deep gangster strategy game, but there is nothing in this, apart from the theme, that seems interesting. Disappointing.
I wouldn't describe the turn based combat as being similar to Shadowrun. In Shadowrun you actually have Action Point. In Empire of Sin you have two actions. It's much more like the modern XCOM games.
If they got the combat right I would have gone further with it. I feel the same with Phantom Doctrine... the roots of a good game are there, but crucial flaws ruin it. Oh, well...
I got 40+ hours into the game i personally really like it. and will keep playing. But i do get where u are coming from. Its not a Cid VI game strat or that deep in story. i like the style, combat its casual and looks nice. Edit, and i had no clue they wanted 70.00 for everything like you i bought in before launch, for around 20.00 i feel that is fair price for the game. 30 at most imo.

and JA2 has a very deep system, even more with mods.
I just want to know when someone reviews a TBT game, if they played JA2, and how does it conpares to other TBT games. because JA2 is the best game if you're looking for deep combat.

Not sure they asked who the game was for - maybe they just said "Hey, let's make a gangster game!" then tried to figure out what to put in it later.
I think is the distinction is that I like a choose your own adventure dialog tree, with multiple significant outcomes, and a solid combat/incremental character development system within the confines of a good choose your own adventure. Not really sure any game so far does that.

I found the audience. People that played godfather games like one or two. I loved it I need more haha
I like this game it's good for a few hours of play here and there. I don't necessarily have more than 2-3 hours to sit in play. Some of the water down features actually benefit me I can take over chi town in a couple hours with a random mob boss. Civ 6 for example I'll play and a single game on epic speed would take me 4 weekends. I think this game was trying to be for old gamers like me who can't invest the same hours. I got the bundle for 40$ on PSN.

It's Xcom with Gangsters, what's not to like? I enjoyed it personally. It is an amazing game? No but it's fun enough.

This is a Paradox game and therefore you can expect dlc galore, plus their dlc policy is horrendous.
I like the game but every time I play it I get overwhelmed with all the little things. Maybe I just haven't played enough attention to each mechanic, but I feel like its a lot.
I'm a fan of both turn based and strategy. I found it boring after a few hours. I think you hit the nail on the head; it gets repetitive after 4-5 hrs and fails to answer why continue playing. For instance EU4, you have country flavor and country missions and the world map that drives you. On the other hand, the world maps are generic here, missions only set up the background for a bit, and the main character selection doesn't fundamentally change much.
Well said. It’s like it’s trying to be original Xcom/UFO but it lacks depth of turn based combat and the “world map” strategy. Shame as I think this could’ve been exceptional title with more honing of the elements. It’s indeed just few hours and you get that “this is it? This was everything?” feeling. Such a shame.

i think it's very doable if you play on the smallest "map size"(forgot what it's called) and with only a few number of enemies. It reminds me a little bit of Sid Meier's Civ games but with more RPG elements, and sometimes i play Civ 6 on a small map with max AI possible so that everyone would contest for territories and so that the run/game would be more interesting.
It's a typical Paradox game in one regard: You have to go in early and buy the DLC over time when they release or you shouldn't bother at all because the DLC costs keep stacking into the hundreds of dollars or euros. And you can't even skip the DLC because the game is rebuild around the major releases.
On the other hand it's rather atypical: The systems look very undercooked and underdeveloped for a Paradox game.

it's unfortunate that sailing the seven seas is usually the only viable way to enjoy paradox games.
The key to coming late with Paradox games is to wait until the games and/or the DLCs you're missing go on sale. On the positive side, you can get some good deals. On the negative, you're going to have to wait awhile depending on the game. EU 4 or HOI 4 will run you big bucks if you jump into it new and without sales or staggering DLC purchases. I have a feeling that this game is going to go for fairly cheap. As Mort pointed out, it can't really decide what sort of game it is and as a result ends up being mediocre.
Paradox has added subscription models to the older games to avoid this, EUIV, CK2, HOI, etc. It works for the large titles, I am sure CK 3 and the new Victoria 3 will have it eventually. If you don't play the game all the time, and just want to boot it up for a month, it's economical. The benefit of most games is time, if you buy a major title, Paradox will probably support it for almost a decade. On the other side, Paradox is much larger than it once was, and for every big release there are plenty of games that fall by the way side, such as the recent Imperator: Rome.

I started playing this again. It feels like I'm wasting my time. I don't care for the story, I just play them to make money, so I can expand my empire and buy a bigger crew. The game doesn't feel challenging, even on Boss difficulty. The gameplay only feels slower. Maybe I need to play the game a little more, but the gameplay cycle feels shallow. I don't know what it is about this game.

This game had one of the goofiest UIs riddled with poor choices. But overall the game could have been so good! They just didn't finish it. Needed some progression/reward built into it. But after you learn how to play it, the experience is completely flat and unrewarding. But all the systems were there. Someone just needed to give a damn enough to tune it.
