My guess is it was cut from the album because of the lyrics. Listen carefully throughout but especially at the end (4:09). Might have been too political for some corporate decision maker.
Yeah I’d agree with you there. Would love to be a fly on the wall during her record exec meetings! My take on the lyrics is that it could be applied to yourself by looking inwards rather than a comment about America. But obviously she wanted it to be a little more political.

That's what we all want Warner and Madonna announced that she would begin reissues of her albums It's been 3 years and it's now 2024 and they haven't given us anything.... 😭

It's Future Disco, so it fits
I think it does not fit because the lyrics... it's kind of "American Life" with catchy ryhtm. But it's fantastic !!!
