I live in Monroe and play about 60 rounds a year. Love Shaker. Just played there last week. They have made a lot of improvements to the course and its a great track now. I did a bunch of course photography for them, last year. (Former Military Photo Journalist and Sports Photographer) I shot a bunch of their social photos. Great review!
You are correct in that back in the 1990s Shaker Run was supposed to be cream of the crop as far as public courses in Ohio. It was hard to get on, conditions were supposed to be immaculate, etc. I played it once in the late 1990s and was not at all impressed with it. I generally dislike Arthur Hills courses (except for Weatherwax). I don't think it had 27 holes at the time but I'm not 100% sure about that.
