For the non-nationals: the meaning of this song is not JUST about telling some Napoleatan bloke not to speak like an American. "Fare l'americano" means to spend a lot of money, to have a luxurious life-style, to pay for everyone etc... This song is kind of a reminder about not pretending to act like an american because if you are italian you definitely can't afford it. This song has been composed after the WWII and the "American dream" represented a great narrative among Italians.
I think this has nothing to do with being able to afford something. It is more about the pretending to be something fancy. I mean at one point he is saying "who die this to you" . So he is not speaking about positive stereotypes for Americans.

My Italian is not very good and even so this is a Neapolitan dialect which I have no clue about. But the gist of it is that the person he is singing about wants to become American: "Tu vuol far l'americano" ~ "You want to play the American"
