The military is not gonna charge you for a jet even with a negligent crash
I suspect that provision is for cases beyond just being negligent. But, realistically, even if they did bill for the jet, I'm fairly sure that there aren't any pilots that could realistically pay the government back for the jet.
The worst that’ll happen is that the pilot will forfeit their pay for the remainder of their time in. To get to that point is exceedingly rare, the process for pilot selection is very competitive and IFS/UPT will weed out nearly all who are not fit to fly. Plus, cases of severe negligence usually don’t leave a pilot to punish.

And whenever you are not in a bankruptcy, they will setup a payment long term plan for you to continue pay off. There's no way a military pilot, or any pilot would have to compensate damage or loss of an aircraft. No pilot would ever have nearly enough to compensate any material value loss. And neither the military nor commercial airlines would be so foolish to think of having pilots compensate any aircraft damage. Disciplinary actions and risk of criminal charges are more than enough to keep any pilot with a functioning brain in check. Of course, the occasional nuthead exists. But there are other ways to handle those too.

Lets be realistic here, no military expects its pilots to pay them back for the price on an aircraft, even the cheapest fighters will cost more money than they will ever make even if they had the salary of a neurosurgeon and gave it all to the government for the rest of their lives.
Name one crash where a military pilot was ordered to repay the cost of the aircraft. You can't because they are not liable in any way. If they are at fault, it's a reprimand, reassignment or forced to resign.

I worked as a maintainer for fighter aircraft in the military, and believe me the pilot isn't the only one to get punished should an aircraft crash. A whole investigation will go underway to see if it was pilot error or an error on the maintenance side.
