James Gunn has described the character as a hero with "Imposter Syndrome", which has a lot of introspective and great potential. I really hope they also explore Boosters friendship with Ted Kord/Blue Beetle

I personally think a movie about plastic man would be awesome. He’s potentially one of the strongest heroes in DC, and his jokester personality would bring a bit more levity to the grim world of DC.
That's the issue though, they need that damned serum. Earth is in state of active war with Apokolips and the situation on the planet itself is similar to feudal times/post-apocalyptic fiction with superheroes playing the role of knights/biker gangs. Economy worldwide would be akin to that of Weimar Republic because nobody has any degree of belief in tomorrow and that leads to no credits, no investments, no savings, rampant inflation, price gouging and speculation. That's why organisations and governments on Earth would be desperately pursuing any supersoldier program they can get.
Both Marvel and DC have tons of superhero characters that they could do movies on but being that there are so many of them too makes it kind of difficult to precisely choose which one to make
