chain tension should be on the feed side if im not mistaken. Return side gets all the vibrations without tension on the start side
When looking at the engine from the back of the boat does it spin clockwise or counterclockwise?
If That wheel doesn’t work try a dryer one a clothes dryer has idler wheels for the belt
