What rocketeer gains in max dps, it loses in cost effectiveness. It is 28k to max giving 57 dps compared to mortar which costs 34k and gives 110 dps (when including the cluster bombs), being much more efficient and overall cheaper. In addition, mortar has a larger splash radius and a larger range, allowing it to outperform rocketeer in most situations. The only use case where I see rocketeer winning is in max dps, but even still, splash damage towers shouldn't be your main source of dps in the first place.
