When people attempt to answer questions like this, they are doing two things... purposely wasting time to run out peoples patience, and obfuscating their involvement to conceal responsibility. These are very simple yes or no questions, theres no demand for explanation or generality, the correct way to answer would be to give the yes or no answer, and then supplement it with explanation if necessary. This person effectively used a lot of words but communicated nothing relevant to the questions asked. The only reason to answer like this, is if the suspicions of involvement are correct and she doesn’t want to admit that

You wonder if this lady, if she’s a parent, takes this sort of shit from her own kids? This outright refusal to give straight forward answers to simple yes or no questions is infuriating. Would she take it from her auto mechanic, or her contractor? All people of even average intelligence can immediately discern what this sort of answer to a question indicates: that they’re being deceived or outright lied to. During initial military training, there are blocks of instruction devoted to the importance of avoiding this kind of behavior, which is called “quibbling.” Of course, in the future, when I don’t want to admit to having had input into some negative occurrence, I might have to steal her line and start saying, “Well, I had some visibility in the matter.”

When will congress start considering someone's refusal to answer a simple yes or no question as the worst possible answer? This isn't even skirting around the answer this is flat out refusal.

Never, because this is all just a bright shiny object to keep the masses distracted. There’s no intent, on either side, to get to a truthful understanding of the issues or a resolution. They just want the power and perks so they do these dances to keep us entertained and divided.

I think a good tactic for Cotton would be to say " ok, so I understand you to say "YES, I was involved" No matter what her obfuscation. That way she would either have to say "no. I never said I was involved" Then she is on record as saying she wasn't and could be opening herself up to perjury if found out later that she was involved.
