Yes you can choose. But Botany for IAS is very difficult. Syllabus is very vast. Highly suitable for Botany graduates only. You can try Agriculture optional. It is relatively easy when compared to Botany. Or if you are interested in humanities subject you can choose any one them.

Both are highly technical subjects. Students with Botany or Zoology graduation can take this combination. But Vast syllabus. It takes very long time to complete syllabus. But some topics will overlap (Cell biology, Genetics, Biotechnology, Ecology). Think about your strength and then decide.
