To be fair i dont agree. Big mom lost to law and kid while both had zero energy left. Shiki being so low shows how bad some people are at power scaling. A guy who was capable of fighting Roger and lasting a long time against Garp and Sengoku who used to fight Roger and Whitebeard regularly definitely speaks to him being incredibly strong.

Kizaru didn't "tie" with Luffy by being as strong or stronger, they tied via Kizaru's extreme mobility allowing him to avoid Luffy until his gear 5 timer ran out. When Luffy actually landed a solid hit on him, it laid Kizaru out flat for several chapters. So Kizaru being several spots below Luffy makes perfect sense, he's not as strong as Luffy and we saw that clearly. He was just tricky to deal with

The fact that Rocks was the captain (even if not respected) of WB,BM, and Kaido is an insane feat. Sengoku even explicitly said that Rocks was Roger's biggest rival before WB left rocks.
So, the only way Rocks isn't in the top 5 strongest OAT, is if he was someone like Buggy who luckily managed to form a strong organisation like cross guild recruiting Mihawk and crocodile while he himself was weak.

In my opinion Kuzan would be able to win against Sakazuki, if his DF wasn't at a clear disadvantage. I think that the fact he fought for 10 days actually shows how crazy strong he is.
I think caesar helped akainu he was on the island and said how he liked Akainu more since akainu liked the weapons he made secretly helped him win.

I think it has to do with the fact that Sakazuki had the terrain advantage. Kuzan would have won a sea battle. (The starting point would have been a marine vessel for both)

I think one thing to keep in mind with Kaido's 'top five' is that its from his perspective over time. He stated that he kept fighting people that the world expected him to lose against and won instead, or something to that effect and I feel like if that's his perspective on his own wins then how would he consider his losses? He's definitely grown stronger since his youth and so some of those individuals, as they were when they fought him then, might not stack up to him now.
At the top tiers of One Piece I think Oda is trying to base the fight punching dynamic less on 'my number is bigger than yours' and more of a... I dunno, Smogon competitive Pokemon tiers thing?
Like, Kaido is super strong and durable but Luffy's ridiculous power and speed was able to perform just the right amount of goofy speedy punch fighting to beat him. But Kizaru is faster than Luffy and so had an easier time fighting Luffy then Kaido would have and would likely struggle way, way more with Kaido himself.
He's stated to be the 'Strongest Creature' and outside of a handful of very, very select characters I don't see him ever losing that spot at this point in the story. There might be people stronger than him, like maybe Im or whatever but I don't think there are many STRONGER than him, if you get what I mean.
I dunno, this list was hilarious at any rate. Lol.
I really like this perspective, it ties back into the themes we saw with Enel where the right opponent would have a far easier time in a fight than someone of equitable power but differing skillset.
Yeah that top 5 gets missinterpreted as "these top 5 beat my ass, im infinitely weaker than them😭" when he said there's only a few people that can match me in a fight, and he still called himself the strongest in the present, but he doesnt know about Imu so he probably the actual strongest in the world rn.
Also obviously Oda couldnt clutter the panel, putting like 10 characters behind luffy😂like Garp, Big Mom, Mihawk, etc. weren't there and we know they're comparable.
I don't blame people that much because Wano took a very long time and Whole Cake was before that but Luffy vs Katakuri and Luffy vs Kaido was the peak of the manga being about power/haki scaling. Luffy got stronger in these fights and a lot of the emphasis was him training from being outclassed to being able to fight them on a relatively even level. However, I think it's debatable whether Luffy ever became "stronger" than Kaido but Luffy reached his 'peak' and I'm pretty sure the story from now on isn't about Luffy getting even stronger but just mastering his peak form. Luffy is now Admiral/Yonko level but that doesn't mean he'll easily beat everyone else who is also that level or even that he won't ever struggle against people beneath that level. (After all how many people stronger than Luffy have had a hell of a time dealing with him?)

Kaidou might be more alive than dead at this point. Perhaps Oda changed his mind on what he was going to do, but I feel like if he wanted Kaidou to die, he would've used Momo differently.

Pretty sure what Sengoku said is that Garp's team and the Roger Pirates teamed up to take down the Rocks Pirates. iirc, nothing was ever mentioned about who took down Xebec himself. When you take into consideration the monsters on the Rocks crew, it's honestly not surprising that they had to team up to take them down, no matter how strong Rocks was (Though he was almost definitely around prime Roger/Garp at the very least)

Rocks pirates also had Whitebeard, Kaido, Big Mom and Shiki. We don't know the specifics of what exactly happened during the incident. Sure, it could have been a 2v1 but it also could have been as extreme as a 2v4.
The God Knights were also fighting, and I think Whitebeard was dealing with them as it was hinted that Figarland was the one to scar Whitebeard.

The third largest omisión in my opinion is Magellan, his fruit is pretty much impenetrable, it one hits and has absurd mobility and range, he pretty much kept the largest prison in check from the toilet by himself
With Magellan I'd say it's pretty good user and op fruit. If someone stronger had Magellan's fruit they definitely would've made this list

honestly, i think it would be very appropriate to think of rocks as a buggy-like character, it would be very oda-esque to play that joke on us, to have one of the most hyped prospect pirates be a complete and utter joke, it would also make a very good plot twist to show that buggy is the one to have inherited his will instead of teach

I love this list so much. I can't help but imagine a timeline where JP vs The West happens, and the fate of the world rests on each team drafting a team of 10 One Piece characters to fight it out, and how wildly different each regions priorities would be.
My guess: the participants off this ranking got somewhat confused between "how much do I like the character" and "how strong is the character"

I think the fact the Blackbeard picks his battles and like to tank attacks, make people think he is weak. He defeated Ace before he got the quack fruit, and hia crew spankes the remaining white beards pirates so bad, they all retired. Shanks saying he should not be under estimated is enough sign he is strong af. We don't have a notable scar from anyone else on Shanks. It's crazy that King is even on this list, and Big Mom and Bb aren't. 2 of them are really underrated.

Decent list but I am missing Imo, Royal guards and Gorosai. The thing in One Piece is that we have so many still featless characters so the list can be valid but can be totally of to.

I feel like this ranking is basically a ranking of the strongest characters we saw a proper fight for. People like Oden or Rocks they dont have a good reference for so while there are enough people who know how strong they are meant to be to put them on the list, most wouldnt think of them during voting.

Also, if we've got 'Does-Nothing-Dragon' on this list because of hypothetical powers he may or may not have, then Imu should definitely be on this list.

Kizaru didn’t pressure luffy that much, luffy just got tired because of kizauru speed and the time the battle took, but i think kizaru could damage luffy a bit, but compare how kaido hit luffy and what kizaru did, the only damage luffy took was passing through a barrier that was theoretically impossible for a human being TWICE
Its crazy to me that Zoro is ranked top 10 and Sanji not even on the list. Cause they are very clearly always set up to be eachothers relative equals with a small distance between them😂
Zoro fans will always argue that Sanji is billion times weaker then Zoro.
Even gl does this in power scaling graph in his last video about Nami he put jimbe above Sanji.
None of them (Zpro and sanji) have remotely anything to do with such a list. They don't belong there at all

I would say yes Zoro fans have something to do with this list as it's horribly inaccurate and people just voted for thier favourite character and zoro is the second most popular character and his is strong so he was placed high up by Zoro fans despite not being in the top 20 strongest characters yet.
I mean zoro is struggling with Lucci who Luffy beat easily.
If you are talking about Sanji and Zoro being on a strongest list. Then I agree Sanji and Zoro are not strong enough to be on the top 20 strongest list

You should consider that kaidos king was invincible for a time after all, probably the reason all the new pacifista got this form. Seeing the fight of of king and zoro made me wonder what we gonna witness still with the other characters like shanks and since mihawk was duelling frequently and might be the son of rayleigh probably was going on his lowest level yet there sure are a lot of surprises up for us.

I am genuinely amazed Buggy wasn’t on here - especially given how this definitely has popularity bias.
But this goes to show power scaling really doesn’t work, as generally there seems to be little logic here. On the micro scale (I.e the people around each other) this seems fairly reasonable, but on the macro scale this makes no sense. King is by far the biggest offender of being on here - he’s strong but relied far too much on his invulnerability for his actual fight.
Also, this list didn’t even include the Seraphim! Not that I think they’d change much, but they’re definitely powerful - I mean one is Mihawk with extra abilities and that wasn’t even considered top 20 when the OG is top 5?
Yea cause the only character with natural invulnerability is not strong. Picture Luffy's final attack on Kaido or even Kaido's final attack and realize King could just stand there and it would do no damge to him.

I'd do Kaido = Big Mom, but for the rest of your list, I agree with.
Few things wrong with your list
1. Imu is implied to have defeated joyboy yes but we don’t know what exactly happened so let’s not jump to conclusions (I’d do the same thing you did for Garp, Roger and WB which was making them interchangeable)
2. Mihawk and Shanks not being interchangable or Mihawk being put above Shanks (if you consider prime Shanks being two handed then you should’ve made them interchangeable, but if you roll with the take Shanks missing an arm isn’t weaker than Shanks with both arms then you could put Mihawk above Shanks or make them interchangeable)
3. Luffy being stronger than Kuzan and Akainu when Luffy just stalemated Kizaru in egghead who is weaker than both Akainu and Kuzan??
4. Kuzan and Akainu being ranked WAY too low on the list
5. Rayleigh somehow being OVER Shiki who fought against both Sengoku and Garp but Sengoku and Garp are placed 8 and 5 and Rayleigh being in 13?
6. Big Mom being stronger than Luffy, Akainu, Kuzan, Shiki and Blackbeard and Rayleigh being stronger than Big Mom
