It's absurd that the winner of a non-olympic weight world championship (like Retherford) would not automatically qualify a country for a lower olympic weight. If the goal is to weed out the people and countries who don't have a chance and would stink up the brackets, the policy is a failure. That being said, I think both wrestlers have a good shot to qualify the weight.

Or, which is perhaps worse, you have an athlete win at an upper weight and qualify a lower weight, even though the country may or may not be good at that weight. Thereby hurting a potential world medalist at that weight.
I think it’s to make wrestlebacks less time consuming. I’ve heard that athlete’s like it as coming through the backside of an international tournament is a grueling task.

clearly you didn't see the 2020ne last chance qualifier, where Jordan Oliver won the Olympic trials tourney and didn't qualify at the weight at the last chance qualifier. no guarantees

I feel like if you beat a very good wrestler that you think would win repchange you would rather not have them wrestle you in the olympics so you intentionally lose the next one and settle for third and qualify while sabotaging someone who could be lots better and actually beat you in the Olympics
