No. You don't lose power when it's wound up more- you gain. It's shifting to a larger wheel basically and you are getting a gear down and increase in torque actually ;)

First layer of the drum has the most pull and slowest rope speed , last layer of the dum has the lowest pull but the fastest rope speed.
Technically power stays the same.
