I live in Brasília and although no teams based here fill up Mané Garrincha, lots of first division teams with small stadiums end up playing here against big opposition in order to get more money than they would have gotten playing at home, the Flamengo Avaí game I attended had 47k attendance. They also use Mané Garrincha to host derbies from other states in order to avoid violence in the crowds. But yeah nobody comes to Mané Garrincha to watch legião play 😂
I wouldn’t define Santa Cruz as a small club, they have a huge support base, even though they are passing though a terrible phase.
In Brazil whenever Santa Cruz reaches a final or go through a good moment we see their stadium having over 50.000 pepole.
The club isn't at all small, but it's shrinking due to bad management. But not long ago on early 2010's it had over 70.000 people in their stadium to watch a third tier league match.
Also, Stadium Mané Garrincha is sometimes used by the biggest clubs in Brasil such as Flamengo, Cruzeiro and others as a "home in emergency"
When Brasilia was built (around 1960) people who moved there carried their love for the local team of the state they originated from. That's why there're a fair crowd when those teams for whatever reason play in Mané Garrincha.
Nevertheless, first place is truly well deserved.

Like our regional countryman, my team, Fortaleza, from the state of Ceará, also had 60,000 fans in Castelão when I was in the Third Division. Currently in the first division, we have the 5th largest audience average in the country, with 31,000 fans per game. The teams here in northeastern Brazil are not as powerful as the most famous teams like Sao Paulo, Flamengo, Corinthians ... but they have giant fans and as passionate as!

I'm a Náutico fan, one of Santa Cruz's rivals, and I have to say they're not a small club!!! There is this bad management problem in lots of brazilian clubs (take Cruzeiro as an example. They are one of the biggest brazilian clubs, and had never been relegated to any division until 2019, due to a bad management, that causes, until today, many financial problems - and also made them loose 6 points in the second division and not come back to the first.)
Brazilian football is different when you talk about crowds. There are a lot of giant clubs with lots of fans in the second, third or even fourth division, but the bad results in the pitch are due to bad management, and it doesn't mean that the club is small
My $0.02=The MetroStars (now called the New York Red Bulls of the MLS) used to play in Giants Stadium (capacity 80,000) before their current stadium opened in 2010 (capacity 25,00).
As a kid watching these games in the late 90's (when MLS was the least cool league in the USA) it was such a weird experience to watch these games with what couldn't have been more than a 5,000 crowd (probably more like several hundred) in such a colossal stadium. MLS has really come a long way!

I actually went to a Queens Park fixture earlier this year (their 7-1 win over Berwick). There was 444 fans in the ground, it was a fairly interesting experience and a fun one too.

Yay Aachen gets mentioned somewhere :D The history of why we have this stadium was quite fair tbh. We played at the same ground since the club was founded in 1900, which at the end was enough to scram 21.000 people in. But after reaching Bundesliga in 2006/2007 and knowing that the old stadium was in desperate need of an overhaul, it was decided to build a new one next door, which upped the capacity to 32.900 and was a modern stadium compared to the old ground. It was opened in 2009 and plans were that we may fight for the top spots of the second league and maybe get to Bundesliga once again. But there have been decisions by former officials that ruined the club. There were investors who would have payed for the whole stadium and everything needed to make it suitable as a venue, if the stadium was to be build in the outskirts of the city at a small airfield 10km away from where it is now. But former Aachen town principal and honored member of the Alemannia Aachen management was against this because he planned to centralize all sports venues in Aachen with the Ice skating and the world famous CHIO horse riding venues already being near the old stadium and just opposite of where the new one is. So it had to be build on own costs (and rather quick because the old stadium wasn't suitable for long anymore) and they asked us fans for money. We got an investement which should have boasted 6% every year for 5 years but no one got to see the money because at the time of this investments payout day, the club had already fallen in bankrupcy. At a meeting of those who had such an investment and club officials and those who were appointed to handle the bankrupcy it was unanimously decided to scrap the money (in a lot of cases up to 500 Euros for us normal people) and say we do not want it back so that the pile of debt the club had to face could shrink. Problem was that formerly mentioned town principal as well as the sports director at that time and some other lesser known people had taken money out of the clubs bags and into their own behind everyones backs, until it was found out BOOM bankrupt. all of that began only a few years after the stadium was finished so it has already been some time since it saw high class football apart from the national cup this season where we faced Leverkusen in the first round and lost. Now we are a fourth division time for a few years already and although the hope is still there we know, that right now we are not challengers for the league title to get up to the 3rd division.

Mané Garrincha might have 2 ridiculously small teams using it, but it also have a good usage through out the year. It’s very common to teams play there against Flamengo in the campeonato brasileiro(at least once a month), since the stadium gets pretty full and it becomes VERY lucrative. Btw, the parking outside the stadium has always been used as a bus parking and for musical festivals, it’s a pretty gigantic empty space in the city center.

Also been to the Dusseldorf stadium but not for a game. I was in Croke park for Ireland match and I love visiting more . In 1977 I lived in Hawaii and the old North American Soccer League (NASL) decided to field a club there named Team Hawaii. I was 15 and the club didn’t draw many fans. Their stadium had a capacity of 56 thousand. Usually it drew about 1,000. I went to all the matches except four. It was affordable because they kept dropping the ticket prices to get people in the seats. I only missed the four matches because I played violin in a school orchestra and I had to perform on those nights. I recall sitting in the stands in a downpour watching the club. I was the only person sitting in the section. The crowds were so small that I got to know the players on a first name basis. Unfortunately my memory isn’t that great and the only player whose name I can remember is Peter Fox who played years for Stoke. I enjoyed the season but the club was out of Hawaii the following year.
I'm surprised you didn't mention the team of my town, Bari. The "San Nicola" Stadium hosted the World Cup in 1990 and the European Cup Final in 1991 and is bigger than Juventus Stadium but the local team is currently in the 3rd tier of Italy
Santa Cruz had the biggest attendence among all clubs in Brazil in 2010 and 2011 (30k and 36k per game) while playing in the fourth division, and is in the top20 most supported clubs in the country( which is quite good considering that Brazil has 12 big clubs, intead of 3 or 4 like in other countries). The problem is that consecutives bad managements made the club became small.
Also, the economic crisis in the country together with the end of the governemnt program "todos com a nota" hurted the cub's attendence(most of the fans come from lower classes).
A lot of times the stadium may be empty, but whenever the clubs can manage to go through a good moment, the stadium starts to fill (the same happens with a lot of brazilian clubs)

You have to consider National Stadium in Tbilisi Georgia, used for Dinamo Tbilisi games. It has 55000 seats and is rarely occupied more than 1000 when the club is playing.
RC Lens are worth a mention, although I think their attendances are relatively good and they are in a decent league, their stadium still has a larger capacity than the population of the city of Lens.
Their stadium is somehow at least half full for every game.

About Santa Cruz, I am from Recife (the hometown of the team), and Santa Cruz could be considered as big as the Arruda Stadium. The team fell from the first to the fourth tier in the middle 2000s, but climbed back to Serie A in 2016. And, even so, Santa Cruz actually held the highest average attendance of any tear of brazilian football in 2011, while in the Serie D (fourth tier). Essencially, the love of the fans for the team is what kept Santa from closing down definitively, and catapulted it back to contending. Also, in light of the giant history of the team, and the size of the city of Recife (+4 million people in the metro area), the club does have a huge fan base - one of the biggest in Brazil.

One you missed is the MLS's New England Revolution. They share Gillette Stadium with the NFL's New England Patriots which has a capacity of nearly 66,000. However, for Revolution games, the upper sections of the stadium are covered by tarps which reduce the capacity to just 20,000. The Revolution averaged a little over 18,000 in attendance last year which means that only about a quarter of the stadium's full capacity is utilized.
You should check out PKNS FC from Malaysia, they play in the Shah Alam stadium, which has a capacity of more than 80,000, but the average attendance is lower than 5,000, although to be fair the stadium is also used for other bigger events.

I attended a Seoul E-Land game the last time I was in South Korea (I've watched football all over Asia). E-Land only use the main complex of the Seoul Olympic Stadium to accommodate away fans (Who are, as a result, miles away from the action). Everybody else is seated in a mobile/temporary grandstand right next to the pitch.
However: China and Chinese football is what I know best and have to say that, barring the major clubs like Guangzhou Evergrande, who seem to sell their reasonably big stadium out ever game, and Beijing Guoan, who will usually half-fill Worker's Stadium; sometime even get up to 65% capacity in their 66,000 seat ground, virtually all other teams play in HUGE edifices and get risibly small attendances. Tianjin Teda play at Tianjin Olympic Stadium (Capacity 60,000) and, a couple of years ago, were lucky to be getting 4,000 punters through the gates. They're getting REALLY bad results now (1 point from the first 8 games of the season). God alone knows how few people have bothered going over the last 2 seasons. Hangzhou Greentown play at Huanglong Stadium (Capacity 52,500) and get smaller crowds than Tianjin. The only exception I can think of is Chongqing who play at a small ground and seem to fill the thing most game-day's (Chongqing is one of the very few CSL/Division 1 grounds that I have not visited).
Tier 2 football gets crowds of under 1,000 (Even Beijing Sports University who play at the 36,000 capacity Beijing Olympic Sports Centre Stadium and give free tickets to all their student - a non-student may have to pay 5¥). Tier 3 games will have twice as many players as spectators and are almost always free entry.
Mané Garrincha is used often throughout the year to host some of C.R. Flamengo’s games, because the club has a big fan base in Basilia as well as Rio de Janeiro

Also, a fun fact about Selangor FA home ground, Shah Alam Stadium: The stadium has a capacity of over 80,000 people and it was the biggest club stadium in South East Asia. During league days, the average attendance is between 5,000 to 10,000, with the attendance can be as high as 90,000 in cup matches. In 2020, the Malaysian Football League barred Selangor FA from using the stadium as the home ground as it fell into disrepair with reports of ceiling literally fell off onto the crowd below. As of now, Selangor plays in the 25,000-capacity Majlis Perbandaran Petaling Jaya Stadium.
Alemannia Aachen actually moved to the new Tivoli in 2009 when they played second division. They filled it up on multiple occasions due to a large fanbase. Since dropping down to the 4th tier a few years ago, their attendances have been ok even reaching 9k a game 3 years ago. I also wouldn't call them a small club since they a have a big following and have played Bundesliga football a few times even beating Bayern back in 2005
