USCIS is here to make money. They could easily solve it by making passport number as unique.

So, I worked as an intern in Summer and Fall, my company (not consultancy) filed one h1 application despite the fact that my offer is from May 16th. I was confused and shot a mail to HR but now i see how the offer has to be present on march10th or whatever but can start from later date.
Multiple filings with different employers are allowed technically .....mone of those didnt know this logic
My friend went to USA for master in Jan 2019, came to india in oct 2019 for marriage, h1b picked and approved in 2020, i40 approved in august 2022, no my question, “ does he need to visit india and get stamped within five years” ? .. one person said after 5 years stay in USA and approved i140 one does get to india for stamp get 221g is this true ?

Yes, definitely their will be a second lottery, as many of the duplicate applicants will not file petition as uscis will take a strict action on multiple registration applicants.
