Someone help me understand why states cant use small parking lots, put a high-ish fence around it (for safety) to give people a place to go and sleep at night. I saw one once and it was great. Had a covered eating area, porta potties, and tables. Electrical outlets (I think). People would go there or park their cars there to sleep and get cleaned up before work the next day. Theyd pack up their stuff and go, for the day, and some would return in the evening. Not really any more or less clean up than a public park.
