It is possible to do c# programming using lighter IDEs. In Microsoft documents, tutorials have instructions for both Visual Studio and CLI.

What would be the differentiation between a senior and a junior developer in the eyes of a recruiter? Just years of doing the same thing?

Probably a combination. Years experience plus skills and responsibilities. Junior people may just test and write code. Senior members are tasks with design and mentoring others. Probably have a larger breadth of tools used.
