After the Henry’s Forest incident, the paranormal activity started to show even more on sodor island, and this time the puzzle seems to come together we already got the cornered but not all of it, so today we will find some more hidden details, either it’s mysterious or goofy, enjoy.

The ship you mentioned at the start of the video is a Royal Navy Destroyer (a small warship with light armaments usually used during war times for scouting and reconnaissance moreso than fightling.)
The number on the side, R37, is the ships "pennant number", which was the RN's form of identification for their ships.
A quick search tells us that R37 belongs to W-class Destroyer called HMS Whelp, a ship built for WWII and completed in 1944.
Since in reality this ship was sold to South Africa in 1952, it's safe to assume in this reality it was purchased by someone now using it for surveillance on Sodor instead, as iirc Daylight3 confirmed this story takes place around 1960-1970.
Either that or it's purpose is an inside joke, since the ship has a somewhat amusing name, like "Whelp it's all downhill from here."
