Well my theory is that Isshiki and momoshikhi both must have got half of shibai chakara Momoshikhi got jougen and isshiki got unnamed doujutsu it just that isshiki trained and did Hardwork to unlock it and become this strong but momoshikhi didn't trained thats why momoshikhi didn't awaken jougen and there is a possibility that after training and reaching his peak potential he must have underestimated shibai and tried to betrayed him but got destroyed by shibai otsutsuki to the point that he forced to leave in weakest vessel and he couldn't recover from that battle That's why kaguya was able to nearly killed him and jigen must be the stronger vessel then his previous vessel and as for other two otsutsukis then there is Possibility that Shibai and other two must be on same level of power but other two otsutsuki power completely counters that's of shibai otsutsuki and one of the main cast might have other two otsutsuki DNA
I don’t think Momoshiki possesses the Jougan naturally like Boruto even with his high ranking in the Otsutsuki clan , I just think Momoshiki hit the jackpot when finding Boruto as a vessel who possesses the Jougan and that he’ll attempt to take over Boruto’s identity while claiming Boruto’s Jougan for himself . We’ll have to get more information through the story but we need to know all of their genetic ties to Shibai .
