In Portland, the two grain farms are trying to supply the same amount of grain to the food factory. However, at the second grain farm, they are trying to split the grain between two routes, so the main grain route picks up there. So, I would suggest either making the main grain route only pick up at the first farm or stopping the food route picking up at the second grain farm so the numbers balance out. Because it's two grain to one food, you could pick the first option, as half the grain would then produce one food to bring back, so your numbers would be even.

A tip for the Perth grain line. Make the line pick up food and drop that off at the grain farm in the middle of the line. Then it earns money on delivering food there. From there the food line can then pick it up from instead. It will bring less money per run but will be more frequent so may be slightly more profitable, but the transfer of the food from grain line will just deliver more profit overall.
You really need to pay attention to the "Rate" listed on the line information panel. you want the rate to be as close to but not over the demand of the drop off in the line.

You can get a 50% full train back with making one truck go between the train station and the fuel plain.
This - connect the refined oil to a fuel refinery to get the train running full both directions ! great comment
Hi I know this is late but the Perth Grain lines could have been better utilized by having them move Grain in both directions since you have Grain Farms and Food Factories at each end nearby. Most of your transport lines are only getting Paid for 50% of their time. The Portland and Perth Food lines are closer to 70% utilization time since they pick up Grain on the way back to get more Food.
Do you have the save before you starting building with industry etc you could share?

you should always start with a train line
yooo seniac, you should add large side building on the train and truck station to provide more capacity cargo items
you can use the Rate within the lines overview to see how much vehicles you can use on a route.
I would have exchanged the carts. it is a straight 20%+ additionnal money comming in. for the same amount of veicles on teh road.
the emissions are mainly the noises that will bother the people in the residential part of the towns.
I Never go train before having a straight income from road of about 200k + a year and a lump of 2 million in the bank for the first invest, it´s just so expensive to build the first trian infrastructure.

Sort the inclines out first to increase frequency.
Then balance your grain lines out (stop your food line picking up the grain), ship more food (more vehicles) causing the industries to level up
Then add a 2nd rail to your train line and add a 2nd train.
Do all these then use you extra profits to pay off loans to minimise expenses.... more profit
Don't go overboard on upgrading and micro managing grain lines (upgrading 1 extra cargo) cuz ur long term goal would be trains anyway, so wasted investment
The Perth grain line can double its profits by taking grain from around the current food factory and take it back to the food factory by your current grain farms. 👍👍

In Portland why not make the food delivery go to the grain on the other side of the city?
And Australia is also a great Country in Mining Minerals Bauxit Coal Uranium Diamonds, Opal even Oil. 1987 they found near Portland Australia the biggest Aluminium Mine 362.000 tons a year the 4. Biggest in the World. 2007 they are builiding the second biggest Windpowerplant on the Planet.
For me the TF2 infrastructure costs are broken at the start of the game, and too cheap later on.
There is a reason canals and railways were EVERYWHERE in the 1800s and early 1900s, they were (relatively) cheap to build, and costs increased as land value and labour costs also increased.
I wish this game scaled building costs and goods value costs through the eras, also there was tonnes of money injected into these lines, you'd start out getting political approval then investors onboard, so you'd have a chunk of cash to spend up front. See Railway Mania in the mid 1840s.
ETA - building without contours is also insane.
