  • Sometime last year the Indian Government had ordered a nine-member committee of experts under Prof K VijayRaghavan to review and redefine the role of the Department of Defence (R&D) and DRDO and submit a report within three months. Prof K VijayRaghavan is former Principal Scientific Advisor. The major issues addressed by the committee include:
    Restructuring and redefining the role of Department of Defence (R &D) and DRDO, as well as their relationship with each other and with academia and industry.
    Maximise academia, MSME, and start-up participation in the development of cutting edge technologies.
    Attract and retain high-quality manpower, including a system of project based manpower by a proper system of incentives and disincentives, with strict performance accountability, and weed out the non-performers.
    Utilise the expertise of NRIs/foreign consultants, inter-country collaborations for development of cutting edge and disruptive defence technologies.
    Modernise administrative, personnel and financial systems to achieve speedier implementation of projects.
    Rationalisation of laboratory structures and their performance evaluation process
    There were observations on the committee’s report, however, the government chose to go ahead with the implementation of the recommendations by 31 August, 2024.
    Views were sought of Dr S Gurupasad, a retired DRDO Director General, with our previous interview of the subject having hosted Lt Gen Subrata Saha, retired Deputy Chief of Army Staff, who was a part of the nine member committee.
    Dr. S Guruprasad explained that DRDO was structured by amalgamation of laboratories that came with their own cultures. He also pointed out that it requires time for a young scientist to gain intimate understanding of his area of research and possibly spend a lifetime in a narrow bandwidth to pioneer a new development. Research cannot be strictly timebound. It needs flexibility in planning and also financial outlays. Such issues as removing deadwood is required, but has rarely been practiced.

      Drdo even otherwise is doing antinational activities. They are anti Modi also. 8CPC will be implemented before 2029.so all central government employees will vote for BJP😁

    A very thought provoking discussion by Dr Guruprasad who explains the Indian environment for R&D. It is very necessary for people to understand the real issues and problems surrounding Defence R&D in India.

    DRDO can be a Vibrant Organisation. It has all that is required to make India ATMANIRBHAR, and now under PMO, it might as well start contributing towards manufacturing State of the Art Military Equipment. Kill Complacency. Just be Professional. DRDO has in it, PMO hopefully should act as a Catalyst. All projects should be Time Bound. Jai Hind

    Most IIT should include in it's curriculum about importance of talented student working for countries . If you do not educated student , how can you call that their priorities are not serving country .

    DRDO must be removed entirely from the MoD, integrated into a maharatna PSU maharat a as a R&D vertical , like BHEL, BEML, BDL. Otherwise erect it as a stand-alone defence lab that can bid for govt and private contracts , float its shares and disinvest in it

    No change can happen if you show miser mentality and NOT pay properly for the work. You can go wherever, IIT to MIT, but if you cannot pay properly, no one will waste their time with you.

      @@varun2250 Good try for what dumbo ? DRDO technologies and facilities were built from scratch over multiple decades. It's delays are mostly related to international players sanctioning material components, and the defense forces making stretched demands within unreasonable time frames while DRDO acquiescing. Take your ignorant And-bhakt comment to whoever else whilst clapping to the divisiveness bred by the divider in chief!

    There are many communist unions inside DRDOs and PSUs. Modi will lose all their votes if the DRDO reforms are done. They have already lost major section of farmer and rural youngsters votes with their Agniveer and Farm laws!

      Easy there. Farm laws were not unpopular. Not everything with protests in Delhi is unpopular. In an ideal world the communist unions would be defenestrated, but we're probably gonna see early retirement like the what happened in the ordnance factories.

      @@be12 There has been too much fear around farm laws, leading to many confused farmers around Punjab, UP and Haryana! Correlation is not causation, however, BJP lost most of their seats in these regions! A coawardly BJP govt which even in majority repealed farms laws, may not have the wherewithal for big reforms, being in minority! Sure some commy will challenge this is courts and take to streets!

      @@shishirsks ​ I agree, the BJP should not be intimidated by threats of violence and meet violence with the appropriate response. Especially when their supporters are literally murdered.
      The problem is that most BJP supporters don't like confrontation, leave alone violence. Many (all?) farmers who I know for a fact supported the BJP and the farm laws did not protest in favor of it. Also the farm laws were hurt by two things: first, no communication campaign before the laws were brought in, and second the BJP had no way of knowing who supported the law. They govt sent out a survey to all farmers but the website the survey was on did not work. It was designed by CDAC, an incompetent govt funded computing institute. This time (about a month or two ago) they sent a survey on Whatsapp which worked.
