In the manga, special summoned monsters can't attack the turn they're summoned.
In the anime, partially reborn monsters can't immediately attack.
That would be true, except that the rule was created during Battle City, not Duelist Kingdom

Is no one else talking about how crappy and impractical these duel disks are? When you loose a monster, it just gets flung off because there’s no graveyard, and aside from the one square in the middle, the monster zone is the same as the spell/trap zone, which triples as your hand, so what if you have more than five cards? Do you just hold the sixth?
It's a portable hologram projector. Practical not necessarily but still cool as fuck.
