OK, so not a meme comment, but have you ever attempted personal unions for every culture group? Germanic main realm, with a PU of all French territories, another of all Iberian territories, another of all Italian territories, etc. Seems like Austria would be a good candidate for that.
I mean I usually wouldn't bother, easier to break people apart and force them into the empire to be future subjects. But its quite possible. Though I think Bohemia is better suited for it as they can choose their dynasty, allowing for stupidly easy personal unions.
That might be more viable, but I still don't think it makes a huge difference. .03 IA per month, over a 50 year period, is 18 total imperial authority. You are just much better off rushing Prague.
