I'd say maxed out Funky Duds isn't a waste. Two armor pieces gets you the same as _one_ rank of FD. This level of PR doesn't completely eliminate poison damage -- it slows it down, but you will still take damage. Once you get to rank 2 or 3 you can even start tanking the Mirelurk Queen's poison. At max rank you can sit on the poison drops in Daily Ops and never worry about your life dipping.
@@romxxii I only need poison damage to be slowed down to counter the damage with Born Survivor triggered stimpacks. And for Daily Ops I use my Union Power Armor which has built-in 150 poison resist which is equal to 3 star Funky Duds. So I rather use the legendary perk slot for another useful legendary perk or just another Legendary SPECIAL perk, for 5 extra attribute points and 5 extra perks.

@@jacebronson2305 put a refrigerator in your home, I swapped my chemistry backpack for the grocery backpack just because there are too many necessary agility cards to wast on Carrying capacity, strength in my opinion can afford the chemist card just drop bandolier and ordinance since they added unlimited ammo storages
@@schwartzenatermcpimp5092 the refrigerator is quite literally so bad I'd rather have no food/drinks and suffer the penalty. Manually clicking through potentially hundreds of items individually with no stacks, with a slow UI... no thanks.
Also, I'm a Vats build, and I max'd my Mysterious Stranger. He not only kills, but distracts one or an entire mob. He appears more with single-shot weapons. Nice to have with the black powder pistol or rifle.

Awesome video I wanted to check out. I mostly agreed on 99% of the perks. I will say alot of the repair and craft perks mostly fit onto one build I usually swap out the max repair armor and weapon for either 5 point melee or guns one as necessary but if you can afford the slot or buy an extra it saves me an immense amount of time going between events having a dedicated build I can just swap in or out of and not waste too much time.
Totally not me using the perk makes it easier to find ammo in containers, never being able to get under 500 of any ammo at any given moment, some even getting to the point I have to store massive amounts of ammo even with *MAXIMUM* ammo weight reduction. Crafting ammo is completely pointless now...
IMHO if you're using food of any kind, Good with Salt is essential _maxed._ No, you can't just use a freezer backpack mod. The reason? If someone joins your public team and shares Good with Salt 1, that will override the spoil rate of your freezer mod, and before you know it all your food has spoiled. So I never unequip Good With Salt 3.

Pain train is God tier! I can one shot basic super mutants with it and little creatures low to the ground that are normally annoying to aim at like ants, dogs, rats etc. They just get stomped into oblivion, I can basically ignore them. Great for saving ammo on my MG42. I feel like it gets overlooked a lot. Also I kept a 3 star legendary glowing deathclaw almost perma-stunned with it
Some of the perks aren't good by themselves but paired can be very beneficial. Cola nut and party boy both effect nuka dark which increases endurance for high health builds. Add nuka cranberry for the extra xp and it completely erases the need for aid as quantum completely heals, grape removes all rads with 1 use, orange for rad resist. Others like the rifleman depend on the type of weapon. Enclave flamer definitely compete with command builds but only have a range disadvantage. The other is the pepper shaker for heavy gunners as it uses both shotgunner and heavy gunner perks but to get the full effect needs a team to share the missing perks for maxed effect.
My main character on PC is a carnivore high health boxing build with bonuses to VATS crit, extremely high mobility, and explosive fists. It took some work to get it just right, but it was worth it. Not only is it fun to play and extremely strong, but they visual of this guy zooming across the battlefield into a flying punch to a scorchbeast has gotten me several compliments on my build.
Adamantium skeleton - handy for melee non-PA, mostly on some fights like Collosal Problem - constant limb damage... but you can mitigate with vampiric weapon, like automatic melee weapons. Cola Nut - can be used with increased cola availability now - can restore AP but also HP and or Rads but without the stimpak animation/lockout. Some use this and drop stimpaks / carrying most chems to have only food weight reduction or alike. Friendly Fire - fire modded bows, crossbows, chainsaw or autoaxe will also heal NPCs as well. Bow/Crossbow fire has some range to it so it can heal when you actually killing an enemy near NPC. Happy-Go-Luck - not related directly to this perk card but low health UNY builds tend to use very high luck to quickly fill VATS critical meter, like every second attack ;) Which is the key to DPS for vats critical build. Ironclad - if you have around 350 armor or more it's pointless :) Iron Fist - it applies to unarmed weapons and it's the only weapon category to have only one 3-perk card instead of three of 9 perk in total. Unarmed and 2h-melee are the most meta right now. Mysterious Strangers - really bad, but sometimes for the meme for other to see it :) Savior can trigger only if you don't auto-die (when you can call for help) while the other one deals nearly no damage. I'm waiting when we get a daily to take a picture of Mysterious Stranger. Psychopath - if you are low health UNY you get critical bar near instantly while Luck is taken by other better/essential cards Revenant - some use it pre-boss to do sweaty DPS, Scout Banners also give an effect to revive on your own so no need for a team to force-trigger it. It's niche. Ricochet - can be used for vampiric weapon builds as anything it triggers will also trigger weapon vampiric effect. Good for low health melee builds using auto-melee vampiric weapons. With some luck you can AFK and even few enemies won't kill you...
I'd say Cola Nut negates having to carry Adamantium skeleton. Use Nuka Colas for general healing, only pop stims for limb damage. I only carry about 15-20 stims on me at any time, And I could probably carry less.
I agree with most of this but I do have a couple of different opinions: 1) Master Infiltrator is great, but low level players are going to have difficulty getting it for a while, so the Hacker and Picklock perk cards will be necessary until a certain level (and can be scrapped later to get perk points, which are necessary to obtain legendary perk cards anyway). 2) Electric Absorption is awesome! It prevents you from dying as long as you are taking hits from energy weapons, if you are in power armor. I can just stand there and laugh at assaultrons while they try to incinerate me with their laser beams, which usually instakill me otherwise. Plus, it recharges your fusion core, making it last longer. You could potentially make one fusion core last forever with this card, and you don't even need the card maxed out.
Electric Absorption is god-tier for PA builds. You're basically invulnerable during fights with lots of super mutants and robots. The only way you're dying in Encryptid is if you're tanking all 3 pylons. Plus, you don't have to carry a bajillion fusion cores anymore. I even let the bug that doesn't fully drain fusion cores happen, so that I can top partially-drained cores later by chilling next to the super mutants at the West Tek entrance.
I know I need to embrace Atom's glow and start playing with mutations. Sneak/stealth builds feel invisible to most random mobs outside of mutated events/Ops, love it.
I love Mysterious Stranger, not for the extra crit shot… but because He distracts things at a distance since he spawns next to them even if you are 200+ away. ;)
cola nut is preeeettty amazing if you managed to net yourself a collectron that can collect nuka cola for you, it basically replaces stims and radaway which you can then turn to caps.
Pharma Pharma is such a good one for me. I get so many stimpacks, super stims, antibiotic and disease cures, Cannibal as a herbivore is both funny and useful in a pinch.
As a 2 handed melee build I run 3 1 star slugger (one of each type) the bonus is 30% as opposed to 25% for a 3 star single card. But pure das would definitely be 3 3 star slugger.
I do the same w my commando cards use max tank killer as well as max on stabilized for heavy guns w power armor..its as close to a hybrid heavy/commando that works for me..maxed out legendary 1 for the team
Lone Wanderer is useful maxed out when you are alone on a private server. Also Thru Hiker and Travelling Pharmacy can be removed with the equivalent backpack mods. Great video though !!

I use luck of the draw for my gun, i love it. Makes your guns last soo much longer before needing to be repaired, i would say at least 3x longer, it's great if you are out and about alot.

Mysterious Stranger is good to take aggro off you if your sneak attack doesn't one-shot an enemy. Mysterious Savior is useless because you're revived right next to the mob that just killed you and it just kills you again.
I use Cola Fiend because it buffs, not only the hydration of Nuka Cola, but also the healing factor of it as well. for 2 points you can use soda as backup stimpacks.
So ghoulish can really come in handy with bloodied builds for sure. If ypur legendary slots are taken up and you can't use what rads. It came in handy for me a couple times for sure. And also food and water offer some pretty damn good bennies so I could see why food and water would be carried in big amounts
Sizzling Style is nice, but frankly outclassed by just getting an Asbestos Lined mod for your chest piece. Frankly it makes the most sense only when fighting Earle, where there's a lot of potential environmental damage, or Test Your Metal, with the flame throwers on the side.
A year later I personally can confirm Sunkissd is extremely useful when running around with mutations even just having it at level one is extremely useful cuz during the times of like 6:00 to 11 all the radiation you've obtained throughout whatever you're doing will be slowly taken away without removing any mutations you have
I keep Professional Drinker around because we occasionally get those challenges to drink 10 Alcoholic Beverages or whatever. It's less bothersome than tracking down an addictol after binging a ton of pre-war beer you found lying in a ditch.
Electric Absorption is great when doing the missile silos while wearing PA, makes you immune to the turrets and most other attacks in there. Combined with a vampire weapon, it's a cake walk.
I use Party Boy in my Carnivore builds. Since most drinks are plant based and therefore useless, chugging a whiskey for Str or a Hard Lemonade for the GIANT AP boost is a great trade off and keeps your thirst topped up.

Honestly, for some reason this whole perk card thing was so overwhelming and confusing to me. But you simply referring to having all those extra cards “in my back pocket” is all it took to make the whole thing make sense to me… God I have such a monkey brain! 😅
If and when you go to update this video, put all of the cards together in their various categories such as all the agility together, all of the perception together alln etc. This way you may save sometime by having the level 1/2 / 3 cards together and then have the option to compare what one will do versus the other in a particular category
The whole time im watching this drooling at the 2k perks points you have.. feels like earnibg perk points to level up legendary cards is going to take a long long time
electric absortion for recharging fusion cores, i guess specially for low levels under 50 and slightly above. just get on top of something and wait til robots charge ur cores.
I use 3* thru hiker because I carry a lot of colas , toxic goo , and meats. I also use 3* traveling pharmacy because of all the berry mentats , psychos etc.
Be sure to work on those Pioneer Scout skills occasionally. Being able to craft a knapsack sure helps to carry your stuff. Don't know what level you're on, but when you get to the Possum badges, you have an option to buy plans from the machine for a high capacity knapsack - it holds 120 pounds!
Lucky break is very good on a knife build running both rhe 50% faster swing speed legendary and the perk for 30% faster swing speed. Even with makeshift warrior and 50% slower breaking legendary, it will still break very quickly, this helps the high dps (hundreds a swing swiging nearly twice a second) be viable without carrying around alot of knives
Made a goofy Basher loadout that makes use of the minigun’s shredder mod. Pair it with the Stabilized and One Man Army cards and you basically shred everything in your way with little resistance. Just keep Nuka Quantum or canned coffee on you if you don’t have high Agility for AP regen in a pinch.
Base stats are points(which you can change around eventually) that allow you to have the corresponding amount of perk cards points. Example: If you have 10 total intelligence, you can't have perk cards on accumulating more than 10. Not even with buffs. Hope this helps

Something I've noticed is that the Perk Cards are in alphabetical order.... until they're not. There's another section after that with another 2 dozen or so cards in sort of order. Bethesda never incorporated them into the original list then suddenly said, "Oh, crap - forgot about these!!". That can really throw you if you don't see a card you need. With all the patches you'd think they'd've fixed that by now.
I believe those cards that are outside the alphabetical order were added with Wastelanders. Or at least that is my assumption, as they most notably include those cards that pertain to bows and crossbows.
One side note an cards the more animated cards you have the more laggy the menu will be, the animations all start at the same time killing fps in menu.
I found a chainsaw at a point and it's become my standard weapon Couple that with Slugger (I have several sets of all 3 due to swapping them out for other things when necessary). Plug that with the one melee mutation and that thing is utterly insane. It currently has 3 legendary effects, 1 being ignoring 50% armor rating. If it had that and frenzied, vampirism or BOTH, I'd be unstoppable ♡♡♡ I love getting close to the fight. Things like melee and shotguns are my Forte and I love it ♡ I'm also a notorious pack rat so this game has forced me to curb that habit
I have to builds, Wanderer and Social/Crafting. Wanderer for fighting and missions, and I flip to Social/Crafting (high on Charisma and Intelligence) for vendors, repairs, scrapping and crafting.
Class Freak isn't really necessary if you run a full unyielding set and are bloodied. Having the 3 extra perk points are better than the negation of penalties.
26:19 Psychopath: It might look good in theory, but there are too many variables for how low of a chance it is. Not only do you only have a max of 15% chance, but it only has the possibility to proc if the enemy dies while you are actively in VATS mode. This means if they happen to die right afterwards if you run out of AP or if someone snags the kill while you are reloading, the card doesn't even get a chance to be used. Since there are so many good perk cards under Luck, almost ALL of which are necessary for VATS crit builds, this card just falls far too short due to such a low percentage chance to proc.
Lockpicking and hacking perksbare absolutely not useless, at least it wasn't up to level 200 for me since there are more useful legendary perks. Just swap them out if needed.

My question is why do perk card packs keep dropping after you have revealed them all? I’m level 425 and have all of the cards to level up from and don’t see why you need to keep opening perk packs. I’m I missing something? Great video, thanks!
Great breakdown. So I’m new and confused. I’m level 27 and my agility is maxed at 15 and I cannot pick anymore cards. But to my understanding I don’t even have all the perk cards unlocked? So once I unlock them how do I pick them and when do I unlock them all?
I think at level 50 you have access to them all via "pick a perk". Keeping in mind you can scrap them. Also, you can only have so many under each skill. So you have to pick them according to your build. Hope this helps :)
I don’t know if certain perk cards are rare or can only be obtain though the card packs, cause i finally got super duper and it was at around lvl 120 after getting it in a pack as I couldn’t find it during the normal selection after leveling up
so, I can stack whichever Perk Cards I want to initialize and fill up each of the 7 slots? They don't have to stack in any particular order in their designated slot as long as they are in the slot I'm all good? Thanks (Level 6)

Party Boy is good for rifle builds. Sweetwater Special Blend is easy to farm or make. Gives me +12 perception for an hour.

Grenadier perk also increases the explosion radius on explosive bullets too, not just grenades.

Totally not me using the perk makes it easier to find ammo in containers, never being able to get under 500 of any ammo at any given moment, some even getting to the point I have to store massive amounts of ammo even with *MAXIMUM* ammo weight reduction. Crafting ammo is completely pointless now...
IMHO if you're using food of any kind, Good with Salt is essential _maxed._ No, you can't just use a freezer backpack mod. The reason? If someone joins your public team and shares Good with Salt 1, that will override the spoil rate of your freezer mod, and before you know it all your food has spoiled.
So I never unequip Good With Salt 3.

Pain train is God tier! I can one shot basic super mutants with it and little creatures low to the ground that are normally annoying to aim at like ants, dogs, rats etc. They just get stomped into oblivion, I can basically ignore them. Great for saving ammo on my MG42.
I feel like it gets overlooked a lot.
Also I kept a 3 star legendary glowing deathclaw almost perma-stunned with it

Some of the perks aren't good by themselves but paired can be very beneficial. Cola nut and party boy both effect nuka dark which increases endurance for high health builds. Add nuka cranberry for the extra xp and it completely erases the need for aid as quantum completely heals, grape removes all rads with 1 use, orange for rad resist. Others like the rifleman depend on the type of weapon. Enclave flamer definitely compete with command builds but only have a range disadvantage. The other is the pepper shaker for heavy gunners as it uses both shotgunner and heavy gunner perks but to get the full effect needs a team to share the missing perks for maxed effect.
My main character on PC is a carnivore high health boxing build with bonuses to VATS crit, extremely high mobility, and explosive fists. It took some work to get it just right, but it was worth it. Not only is it fun to play and extremely strong, but they visual of this guy zooming across the battlefield into a flying punch to a scorchbeast has gotten me several compliments on my build.
Adamantium skeleton - handy for melee non-PA, mostly on some fights like Collosal Problem - constant limb damage... but you can mitigate with vampiric weapon, like automatic melee weapons.
Cola Nut - can be used with increased cola availability now - can restore AP but also HP and or Rads but without the stimpak animation/lockout. Some use this and drop stimpaks / carrying most chems to have only food weight reduction or alike.
Friendly Fire - fire modded bows, crossbows, chainsaw or autoaxe will also heal NPCs as well. Bow/Crossbow fire has some range to it so it can heal when you actually killing an enemy near NPC.
Happy-Go-Luck - not related directly to this perk card but low health UNY builds tend to use very high luck to quickly fill VATS critical meter, like every second attack ;) Which is the key to DPS for vats critical build.
Ironclad - if you have around 350 armor or more it's pointless :)
Iron Fist - it applies to unarmed weapons and it's the only weapon category to have only one 3-perk card instead of three of 9 perk in total. Unarmed and 2h-melee are the most meta right now.
Mysterious Strangers - really bad, but sometimes for the meme for other to see it :) Savior can trigger only if you don't auto-die (when you can call for help) while the other one deals nearly no damage. I'm waiting when we get a daily to take a picture of Mysterious Stranger.
Psychopath - if you are low health UNY you get critical bar near instantly while Luck is taken by other better/essential cards
Revenant - some use it pre-boss to do sweaty DPS, Scout Banners also give an effect to revive on your own so no need for a team to force-trigger it. It's niche.
Ricochet - can be used for vampiric weapon builds as anything it triggers will also trigger weapon vampiric effect. Good for low health melee builds using auto-melee vampiric weapons. With some luck you can AFK and even few enemies won't kill you...
Yep as a bloodied unarmed stealth build, I use maxed out Adamantium Skeleton...cant stand that crippled crap!
I'd say Cola Nut negates having to carry Adamantium skeleton. Use Nuka Colas for general healing, only pop stims for limb damage. I only carry about 15-20 stims on me at any time, And I could probably carry less.

I've found adamantium skeleton *GREATLY* reduced my damage in gun fights aswell.

I agree with most of this but I do have a couple of different opinions:
1) Master Infiltrator is great, but low level players are going to have difficulty getting it for a while, so the Hacker and Picklock perk cards will be necessary until a certain level (and can be scrapped later to get perk points, which are necessary to obtain legendary perk cards anyway).
2) Electric Absorption is awesome! It prevents you from dying as long as you are taking hits from energy weapons, if you are in power armor. I can just stand there and laugh at assaultrons while they try to incinerate me with their laser beams, which usually instakill me otherwise. Plus, it recharges your fusion core, making it last longer. You could potentially make one fusion core last forever with this card, and you don't even need the card maxed out.
Electric Absorption is god-tier for PA builds. You're basically invulnerable during fights with lots of super mutants and robots. The only way you're dying in Encryptid is if you're tanking all 3 pylons. Plus, you don't have to carry a bajillion fusion cores anymore. I even let the bug that doesn't fully drain fusion cores happen, so that I can top partially-drained cores later by chilling next to the super mutants at the West Tek entrance.

cola nut is preeeettty amazing if you managed to net yourself a collectron that can collect nuka cola for you, it basically replaces stims and radaway which you can then turn to caps.
Magnetic personality is really useful for me, since it helps with quests a lot, and also while trading

Pharma Pharma is such a good one for me. I get so many stimpacks, super stims, antibiotic and disease cures, Cannibal as a herbivore is both funny and useful in a pinch.
As a 2 handed melee build I run 3 1 star slugger (one of each type) the bonus is 30% as opposed to 25% for a 3 star single card. But pure das would definitely be 3 3 star slugger.
I do the same w my commando cards use max tank killer as well as max on stabilized for heavy guns w power armor..its as close to a hybrid heavy/commando that works for me..maxed out legendary 1 for the team

Lone Wanderer is useful maxed out when you are alone on a private server. Also Thru Hiker and Travelling Pharmacy can be removed with the equivalent backpack mods. Great video though !!

I use luck of the draw for my gun, i love it. Makes your guns last soo much longer before needing to be repaired, i would say at least 3x longer, it's great if you are out and about alot.

Mysterious Stranger is good to take aggro off you if your sneak attack doesn't one-shot an enemy.
Mysterious Savior is useless because you're revived right next to the mob that just killed you and it just kills you again.
I use Cola Fiend because it buffs, not only the hydration of Nuka Cola, but also the healing factor of it as well. for 2 points you can use soda as backup stimpacks.
So ghoulish can really come in handy with bloodied builds for sure. If ypur legendary slots are taken up and you can't use what rads. It came in handy for me a couple times for sure. And also food and water offer some pretty damn good bennies so I could see why food and water would be carried in big amounts
Sizzling Style is nice, but frankly outclassed by just getting an Asbestos Lined mod for your chest piece. Frankly it makes the most sense only when fighting Earle, where there's a lot of potential environmental damage, or Test Your Metal, with the flame throwers on the side.

A year later I personally can confirm Sunkissd is extremely useful when running around with mutations even just having it at level one is extremely useful cuz during the times of like 6:00 to 11 all the radiation you've obtained throughout whatever you're doing will be slowly taken away without removing any mutations you have

Mystery savior is a must in bloody builds
I keep Professional Drinker around because we occasionally get those challenges to drink 10 Alcoholic Beverages or whatever. It's less bothersome than tracking down an addictol after binging a ton of pre-war beer you found lying in a ditch.
Electric Absorption is great when doing the missile silos while wearing PA, makes you immune to the turrets and most other attacks in there. Combined with a vampire weapon, it's a cake walk.
Electric Absorbtion is great for nuke launch runs! Any enemy that uses laser weapons heals you and keeps your PA at full energy.
For melee, if you want to save perk points: take just one or two perk points per DMG perk, i.e. Slugger or Gladiator.
I use Party Boy in my Carnivore builds. Since most drinks are plant based and therefore useless, chugging a whiskey for Str or a Hard Lemonade for the GIANT AP boost is a great trade off and keeps your thirst topped up.

Honestly, for some reason this whole perk card thing was so overwhelming and confusing to me. But you simply referring to having all those extra cards “in my back pocket” is all it took to make the whole thing make sense to me… God I have such a monkey brain! 😅
If and when you go to update this video, put all of the cards together in their various categories such as all the agility together, all of the perception together alln etc.
This way you may save sometime by having the level 1/2 / 3 cards together and then have the option to compare what one will do versus the other in a particular category

electric absortion for recharging fusion cores, i guess specially for low levels under 50 and slightly above. just get on top of something and wait til robots charge ur cores.

I use 3* thru hiker because I carry a lot of colas , toxic goo , and meats. I also use 3* traveling pharmacy because of all the berry mentats , psychos etc.
Be sure to work on those Pioneer Scout skills occasionally. Being able to craft a knapsack sure helps to carry your stuff. Don't know what level you're on, but when you get to the Possum badges, you have an option to buy plans from the machine for a high capacity knapsack - it holds 120 pounds!

Lucky break is very good on a knife build running both rhe 50% faster swing speed legendary and the perk for 30% faster swing speed. Even with makeshift warrior and 50% slower breaking legendary, it will still break very quickly, this helps the high dps (hundreds a swing swiging nearly twice a second) be viable without carrying around alot of knives

Made a goofy Basher loadout that makes use of the minigun’s shredder mod. Pair it with the Stabilized and One Man Army cards and you basically shred everything in your way with little resistance. Just keep Nuka Quantum or canned coffee on you if you don’t have high Agility for AP regen in a pinch.

Like at what strengh, intelligence etc ( all of them ) are at base stats?
Base stats are points(which you can change around eventually) that allow you to have the corresponding amount of perk cards points. Example: If you have 10 total intelligence, you can't have perk cards on accumulating more than 10. Not even with buffs. Hope this helps

Something I've noticed is that the Perk Cards are in alphabetical order.... until they're not. There's another section after that with another 2 dozen or so cards in sort of order. Bethesda never incorporated them into the original list then suddenly said, "Oh, crap - forgot about these!!". That can really throw you if you don't see a card you need. With all the patches you'd think they'd've fixed that by now.
I believe those cards that are outside the alphabetical order were added with Wastelanders. Or at least that is my assumption, as they most notably include those cards that pertain to bows and crossbows.
One side note an cards the more animated cards you have the more laggy the menu will be, the animations all start at the same time killing fps in menu.
I found a chainsaw at a point and it's become my standard weapon
Couple that with Slugger (I have several sets of all 3 due to swapping them out for other things when necessary). Plug that with the one melee mutation and that thing is utterly insane. It currently has 3 legendary effects, 1 being ignoring 50% armor rating. If it had that and frenzied, vampirism or BOTH, I'd be unstoppable ♡♡♡
I love getting close to the fight. Things like melee and shotguns are my Forte and I love it ♡ I'm also a notorious pack rat so this game has forced me to curb that habit
The best thing to use with that anti-armor chainsaw is the tequila margarita that drink gives you the vampire effect

I have to builds, Wanderer and Social/Crafting. Wanderer for fighting and missions, and I flip to Social/Crafting (high on Charisma and Intelligence) for vendors, repairs, scrapping and crafting.
Class Freak isn't really necessary if you run a full unyielding set and are bloodied. Having the 3 extra perk points are better than the negation of penalties.

Ghoulish+what rads=immortal in most cases. You can even get toxic goo to drink to heal with instead of stims.
26:19 Psychopath: It might look good in theory, but there are too many variables for how low of a chance it is. Not only do you only have a max of 15% chance, but it only has the possibility to proc if the enemy dies while you are actively in VATS mode. This means if they happen to die right afterwards if you run out of AP or if someone snags the kill while you are reloading, the card doesn't even get a chance to be used. Since there are so many good perk cards under Luck, almost ALL of which are necessary for VATS crit builds, this card just falls far too short due to such a low percentage chance to proc.

Lockpicking and hacking perksbare absolutely not useless, at least it wasn't up to level 200 for me since there are more useful legendary perks. Just swap them out if needed.
yes I feel like Infiltrator is a waste of a legendary card, you can just swap lockpick/hacker cards

Home defense is just a crafting perk at this point. Keep a maxed out one in your deck and pull it out if you need it.

Great breakdown. So I’m new and confused. I’m level 27 and my agility is maxed at 15 and I cannot pick anymore cards. But to my understanding I don’t even have all the perk cards unlocked? So once I unlock them how do I pick them and when do I unlock them all?
I think at level 50 you have access to them all via "pick a perk". Keeping in mind you can scrap them. Also, you can only have so many under each skill. So you have to pick them according to your build. Hope this helps :)
I don’t know if certain perk cards are rare or can only be obtain though the card packs, cause i finally got super duper and it was at around lvl 120 after getting it in a pack as I couldn’t find it during the normal selection after leveling up
so, I can stack whichever Perk Cards I want to initialize and fill up each of the 7 slots? They don't have to stack in any particular order in their designated slot as long as they are in the slot I'm all good? Thanks (Level 6)
I play a Sniper build and the rifleman perk cards maxed out with Longshot and Sniper perks all maxed out. Sneek And Covert Operative.
