Absolutely, it is a good quality gimbal.
Should we keep phones EIS on while mounted on gimbal?
No, there's no need to enable EIS because it may even worsen the image quality. And also EIS applies crop to the image thus using a gimble allows you to get a smooth image without cropping the picture.
