I would never defent Harari but you're taking this out of context. What I believe he means, and I'm not defending his position, is with continuing technological infiltration (automation, AI, robots), many things which people currently do will no longer need to be done, therefore many jobs go away. A charitible interpretation on this is to plan for a world where this is true.
The real problem is the gigantic (and growing) corporations and assosiated institutions (read: governmentsWEF/WHO/WB) don't give a rat's pattootie since the fewer employees they have means they make more money.

They’re the equivalent of an intelligent animal that can’t think beyond its natural instincts. It can mimic its natural instinct through technological advances to make it look different but its still just a mask of the same behavior of the root animal. They deny their souls greater capacity and trade it for a bowl of soup because they’re hungry and can’t get past their fleshy feelings and thoughts.
We have technologies that replicate a human body in the form of a robot. We already have one of those! We’re living in a fleshy robot and they can’t think of an advancement beyond what we already was born with. The only think they want is too be lazy and have free labor and absolute control over everything. Shouldn’t we be making advances on how too better take care of one another?

"Brave New World" was a warning, not a prescription. Harari is merely making observations at times, but then defines problems differently from how others (Conservaitives) might define problems (e.g. the loss of individuality to the State), and then bleeds over into prescriptions. He doesn't often address how to prevent problems, only how to use them in a central-control scenario. He's mentally ill in the first place.

When it came out some years ago, I bought and read Homo Deus. No one was talking badly about that guy back then. I read it and felt alienation for much of the content, the transhumanistic dream is very far from my heart, I wanted to read it to understand what it was. After I read it, nothing of it stayed with me and the book disappeared from my life. This winter as there were videos of him speaking that were brought to attention, I watched some of it. Then I took the big that was sitting in my library and they're it into the flames in my wood stove.
