      At a General election , the electorate has the chance to vote for a party one of the deciding factors is who the party leader may be , and its only at a General Election , this is possible as other times ,as you say , the post of Prime Minister isn't an elected post , sunak was not the party leader at the last GE so he has not allowed the public to accept or renounce him at the ballot
      As for Foreign Secretaries , they have been elected as a Member Of Parliament initially before been promoted to Ministerial status
      Cameron isn't an MP anymore ,hence Sunak had to make him a Lord , so by a loophole he can act as Foreign Secretary but faces nor will face any scrutiny of his actions in the chamber
      I hope that explains why I describe both as unelected !
