I want to propose a “gear head tax” or “modification license” that whatever state agrees to it, grants any citizen of that state to modify their vehicles with equal or greater performance parts, and grant vehicles that are no longer in production the ability to swap any parts that can be fitted through progression modification and certification or through inspection and vouchers of quality of craftsmanship. This fee could be $200 per year to maintain a license tied to a vin number with a list of modifications on a rundown sheet. I’ll absolutely pay more to enjoy my things to the fullest.

Hey man I got the same thing. Don’t put shit back and dont go to the ref. Go to the arraignment date for the ticket, plead guilty and they will cut the fee in half which will come out to about $400 which after the hassle and cost of putting the cats back IMO is better off to pay the 4 bills. This was all in Los Angeles btw. Also once you do all this you are good to drive again.

You ASSumed. And it's the mother of all fk ups. If you just do shit legal ( and you all know this ), you will have no problems. I have a '00 Lexus Gs300, with a CARB legal Weapons R intake with sticker, and a emission legal TRD dual exhaust ( with all my CATS ), And haven't had no problems. My exhaust has a deep tone, but not loud. And I don't go around being stupid, to give the cops a reason to pull me over. Our laws suck, yes I know, but there are smart ways to do shit.
Could at least put high flow cats on duhhhh lol or do what lots do take them off cut open the top side remove the ca internals weld back up put back on I would recommend fitting a pipe inside the cat housing so it don’t cause any turbulence and LEAVE CALIFORNIA BEFORE ITS TOO LATE

Did you have to take your intake off even if you have a sticker? Also I have muffler delete but under decibel range. If your cited for catless did they still do a decibel test?
Just happened to me today for revving at McDonald's drive thru asked by special request by a employee. Cop was waiting for me around the corner and they popped my hood. Problem is I have a B20V motor. I'm heated.. I have court in two months. I think I'ma just go to court and pay the fine and non op the car before I go to court. . Then register again later and since the DMV and Court are different entities then I don't think they would ask if I ever fixed my car. That's what I'm hoping for.

you can PAY the fine and not have to do the state ref. i would just pay the fine and not worry about going through taking all the parts off. about 10 years ago my fine was like 500 buck i think.

Sucks man, but thats why you should buy quality C.A.R.B. parts for your ride, to avoid future headaches. The ref will inspect your car and tell you everything you need to pass, then need to make a follow up appointment.
This is why I don't live in California and never will. Bro move to Texas or Florida! No such thing as state refs 😂 and cops don't care about tint, loud exhausts, or any car modifications
If you didn’t change out your catalyst and you’re within the 95 decibels range then you should be fine. Just make sure that after you pay the bill, you fill out a form at the courthouse within 6 months and charge the police department for damages and all fees. If you feel you’ve been singled out and you have stock equipment then talk to a lawyer for the attempt of lager compensation.

Your going to be given a date and place to get your car “smogged” which you’ll need the stock intake and cats for. once you get it smogged and passed you’ll have to take it to the court and pay the fee

They can pull you over if they feel something is suspicious about your vehicle, take a BOV for example they can simply question what that sound was and legally pop your hood for that. Several counties within a couple hour drive from Santa Cruz do not have emissions. Tuolumne, Calaveras, etc have no SMOG checks/requirements. Get a PO Box in one of those counties, use the street address of the post office and the PO Box number as an apartment number. It flies right through the DMV system with no flags. You can then pay for mail forwarding from the PO Box to your home address. Slightly bad part of doing that is you will also have to change your drivers license to show the PO Box location as your address so it matches the car registration. I'll refrain from getting political on this post. Lol. Sorry that happened to you man.

LOVE Florida, ZERO modification tickets. They verify your VIN number and off you go :). My K/B 3.2L on my 2015 has a HUGE intake, I think 130mm lol. Oh as for a State Ref, it's easy, remove EVERY single mod you have done motor wise. Then pack your shi# and leave.

Bro you are so lucky I’m black and live I. California and all my cars are modified and I use all the Cali legal stuff. So you really have no excuse. Everything needs to appear legal with numbers and stickers. And police don’t need any testing gear for loudness. It’s guilty to proven innocent. But the ref is just a smog tech that checks each part. Not really the biggest deal without a swap.
All my stuff is CARB legal too lol. A little more expensive but it’s what it takes I guess. I have tons of stickers and eo numbers under my hood lol

Since this law passed in Cali I’m watching all these cars with exhaust run around gassing it like the law is not there. Thank god I didn’t pony up the 1500 I was going to use to get my exhaust during Christmas. In all honesty it’s not worth having a exhaust anymore it’s really not, it brings the wrong attention and now cops find a way to pull you. You can have a modified tip and they will ref you. We love the sound and minimal added power but not worth 500-1000 dollars each time. It was the annoying douchebags that flex all over the place to get attention. Sorry to hear this happen to you.
