Glanmore's Gap in the North Stand of the Millennium Stadium is because it backs onto the Cardiff Arm's Park Stadium. To make it 3 tiers all the way around it would mean demolishing the Arm's Park and Cardiff RFC and the Cardiff Blues Rugby teams having to find a new home ground.
