It suggests that the person being referred to, has a kind and generous nature, and that they exhibit qualities such as compassion, empathy and wisdom. Since Trump and his followers do not exhibit ANY of those qualities, they do NOT have a good soul. Hence, those without a soul, cannot make anything "great".
