    Baptism of the of the Holy Spirit is Jesus baptism into the Spirit.
    This is not relating to eternal salvation. This is specifically for empowerment in the form of the supernatural gifts of the spirit.
    Salvation comes through faith in Jesus. This is the baptism into the body of Christ where by the spirit lives in you. This is eternal salvation.
    But there’s difference between Holy Spirit living in you and coming upon you.
    The baptism of fire is what is referred to as the Spirit coming upon someone like in Acts 1 and 2. It is Jesus who does the baptism when after he ascended into heaven and sent the Holy Spirit to whomever so desires. But it requires a deeper process of repentance and a waiting process. This is what Simon the sorcerer wanted but his heart was not pure.

      Do you believe that baptism for empowerment is available to everyone or only to those whom Jesus calls? Because the tongues evidenced by this baptism builds the Spirit, would God make a distinction between Christians?

But you will receive power when the Holy Spirit comes upon you.       The purpose is for being a witness. If you are a disciple you should be a witness.
      I believe this is for everyone but not everyone is for the witness. What you notice in Acts is prior to the Holy Spirit coming upon them they were in deep prayer and supplication. The baptism of the Holy Spirit can come spontaneously as he chooses without laying of hands but other times it requires laying of hands as we see in Acts 8 after Philip had just preached the gospel and casted out their demons, they still waited for John and Peter for the laying of hands.
      Same in Acts 19:1-7 with Paul laying hands on John the Baptist’s disciples.
