Cars 2 probably has a lot of things kept in the back as it's really Pixar's only film to not have most of its production be put out there publicly, for some reason, but knowing Pixar they probably did have plans for characters like Cal and Bobby but didn't use them due to the direction of how the film went.

I would say that it would be kind of nice for them to make this scene a reality but what I would have done is remove the clowns and probably would insert a whole convoluted car crash that lightning has to dodge which mater comes in to knock all the cars out of the way and bumps lightning to help him make it over the loop of death

No wonder why we never had a "Mater's Tall Tales" short on Lightning's Piston Cup race. & Now I see why we had a opening that focused on British spy agent Finn McMissile at the Oil Rig in the final version of "Cars 2". One thing that questions me the most in this "Deleted Scene" that somewhere between 1:57, the voice actor of Mater was different but then changed to Larry the Cable Guy's at 3:07. And to be fair, McQueen was so close on winning his first Piston Cup race in "Cars" (2006), but blown his tires (since he refused to take tires, just gas during his Pit Stop), then a "Too Close to Call" photo finish happened, which lead him have a tiebreaker race along with Strip Weathers/The King & Chick Hicks at Los Angeles, California.
Kind of sad this didn't make it into the movie, this would have been the first movie to mix a spy movie with a NASCAR movie (on Disney). I'm also surprised this was a NASCAR Speedway and not a Formula 1/Touring Car track circuit.
This scene was pretty good for a deleted scene! I ended up laughing at some of the parts, Infact, the whole scene would have been a Hilarious way to show cars 2 to the audience, Mater telling some tale about McQueen winning a race he had never won, and even brining in ninjas and clowns, and mcqueens confusion in the whole scene, it’s beautiful. I ain’t complaining about the final product of cars 2’s intro though, we did get Otis, who is a very silly boy, so I’m not complaining, Sure hope that if they EVER make another cars movie, they start with something wacky as this, would help dive into maters character on his whole “telling tales” thing from Maters Tall Tales and would probably get a laugh outta people.
Is it ever said in a script or production notes who the racers McQueen climbs on top of are? Just from looks I’d say the left one is Lee Revkins and right Claude Scruggs but idk.
I mean with the way it is, yeah. Doesn't help that Pixar treats the spy part of the film as a Tall Tale as well while the racing parts are seemingly "canon".
If Pixar was still trying to do the spy/racing thing the beginning of the deleted definitely would've worked as the racing opening as it would ease people into the film compared the action packed opening and just abruptly cutting to Radiator Springs.

The begining of the race is great, i'm not sure about making it a tale but it can workout if the plot was focused on mqueen racing against world racers (The World Grand Prix)

I’m guessing the race track seen in this deleted scene is the Motor Speedway of the South, the track at the beginning of Cars 1.
