  • On a September night in 1986, two police officers climbed through a barbed-wire fence beside the F4 freeway at Minchinbury in Sydney's west. They were accompanied by two teenage boys who guided them to the edge of a shallow dam where the beams from torches outlined the body of a young woman lying in the mud. She was later identified as nineteen-year-old Sydney bank clerk, Janine Balding.
    ----
Hosted by respected journalist, Steve Liebmann, CIA uncovers the true stories behind these cases through chilling re-enactments and access to the key detectives, family members and witnesses involved.

They should have been executed. I personally believe in executing even juveniles if they murder someone even though society does not. I would even flip the switch to fry a criminal without giving their suffering a second thought. The criminal doesn't give their victims suffering a second thought. Just like I wouldn't give blowing a burglars head off a second thought if they broke in my home.

Your punishment obviously does not work, as you let him out early so he could do it again. Second time, electric chair. Some people are truly evil, and will never be normal. Any woman that could just sit there and do nothing, is just as bad as the men who did the deed. If the poor women that have been murdered had had a gun, they'd still be alive.

So the woman who was almost assaulted was scared enough to not just call the police, but to actually go in to make a statement? Then when LE decides to ignore her worry, and she later actually witnesses the abduction of the woman who will shortly end up murdered? Yet still LE fail to adequately respond to the situation. If they had asked enough questions and took what the first woman reported seriously when she reported her incident, LE would've known exactly where to go. Or couldn't they send 2 cars, one to each side of the station?

But the Balding's wouldn't have needed their services if the station/beat cops had taken the initial report of "menace with a knife" seriously. What'd they think? The delinquents would give up & go sleep under a tree? Christine & her boyfriend (not law enforcement) felt strongly enough to go back & witnessed what cops should have intervened upon.

Criminals are criminals, I really don't like that "children are not criminals" thing. A criminal has no age, teenagers might "act dumb" but they do know right from wrong, and therefore should be liable for their actions.
What most people, especially those with a rather soft heart, or even with a political agenda, often mistake about is that they cannot differentiate between the "capacity to commit a crime" and "conscious awareness"(or something).
For example, a four year old would not commit a crime NOT because that four year old cannot differentiate between right and wrong(THEY CAN DIFFERENTIATE RIGHT FROM WRONG), but because a four year old is physically helpless and fully dependent on his/her parents, which of course makes that four year old NOT capable of carrying out a crime like robbery by themselves.
However, a teenager, or even as young as 9-10 year old, is physically capable of carrying out a crime and that 9-10 year old is also completely aware between right and wrong, robbing, physical assault, raping and killing are pretty obvious right-wrong scenario. So if a 9-10 year old and up who commits a crime should be charged. And yes, there are crimes like rape and murder committed by kids as young as 9-10 years old.
Sure, have all your fill of human rights goodness when that kid commits petty crimes like shoplifting and stealing small things, however, for more serious crimes, they should be charged and arrested accordingly, if they continue to be let out, they will only be exposed to more corruption from their friends, guardians, peers, groups, environment, etc., and they should be taken away from all those bad influences before they commit very serious crimes.
For heinous crimes like rape, murder, homicide and even armed robbery, they should be locked up, they may be far too gone for rehabilitation.
I'm talking from the personal experience of my country, minors below the age of 18 have COMPLETE IMMUNITY from the law, made up by some stupid politicians who is most probably trying too hard to appear overprotective for his kids. A decade after that stupid law was made, children and teenagers have been used by the illegal drug traders as mules, mules that police cannot detain and charge, kids that after a 24 hour booking gets released into the streets and go back to being mules for illegal drugs.
Especially now in the age of smartphones and internet, kids and teenagers are fully aware that they can get away with murder, so they abuse this law and heinous crimes committed by minors have skyrocketed.
Sure, the story of Les Miserable about a man imprisoned for stealing bread might have tugged on heartstrings all over the world, but laws have developed so radically under that "lesson" that even rape and murder can be made null and criminals get to enjoy their freedom.
