In your ATX supply is -12V out only 0,3A. I think output transformer is made from wire for transfer only 0,3A. Is my idea right or not please?

Любой дурак может собрать с готовыми модулями не смотря таких видео, тем более не правильно подстроечный резистор вместе переменного резистора. Лучще сделали бы обзор по схему самому блоку питанию🙂

which one is logical;
1. to use fuse before 220V power switch
2. to use fuses before each outputs (3.3, 5, 12v etc)

Both. The fuses in the 220v line disconnect the mains power in case of a failure in the power supply, and the fuses in each DC rail disconnect the DC supply in the case of a failure in an attached device.

you are using -24 volt its tipicaly max output 0.5A THATS NOT ENOUGH FOR 300W
