A lot of the crimes Mr. Incredible committed (specifically when he's trying to escape from Syndrome or protect his family from Syndrome or the mind-controlled supers) he shouldn't he charged for, as all of the above, he was acting in self-defense or trying to escape. You don't charge someone with Battery when they punch their kidnapper to get away

Yeah, the boy is a bit of a overzealous fan, following him wherever he goes, and that said boy wanted to be Mr. Incredible's sidekick, though his inventions/gadgets may not save him from anything/everything that could end him.

I’m pretty sure Bob killed the guy he threw into the water and the guy he threw the rock at. That would be two counts of second degree murder. In the original version of Mike and Sully escaping the restaurant before the events of 9/11, the restaurant exploded instead of a force field. Sully caused that to happen, so he would have to pay to replace it, which I would estimate to be 30 million dollars since it is a fine dining restaurant.
Unless I'm mistaken, he(Mr. Incredible) also threw a big chunk of that railcar at the gate, injuring two guards in the process, which you might also count of 2 second degree murders for him to be charged with.

In the case of Mike, he threw the sock at one of the CDA, which to the monster world at the time would be toxic, so you could nail him with a officer assault charge. Plus, he then immediately fled from the CDA, which could be considered resisting arrest. However, Roz then allows them to go free as a government cover-up for helping in the arrest of Waternoose, so Mike and Sully get a pardon.

Shouldn’t Mike and Sully be pardon? Because they both stop Randall and Waternoose from extracting screams from human children like Boo and The Board of Directors of monsters Inc. put them in charge meaning they chose them to be the new replacement and bosses of monsters Inc..
Also, it was discovered that the children weren't toxic, so the monsters weren't really in danger.
That only drops the charges in Monsters Inc, not Monsters U. So unless you can find evidence those charges would also be dropped, the 7 years plus fine from Monsters U would still stand.

I would charge Mr.Incredible with property damage and trespassing on the jewelry store, and yes fleeing and assaulting a police officer. Although that assaulting the police was in self defense because the cop seemed unstable and tried to shoot Frozone. And they just rescued several people from a burning building which was about to collapse on them, so I would take some charges off for that.

Most of these charges for incredibles would be invalid because they either result from attempting to save someone(good Samaritan law I believe?), or are against a hostile paramilitary group that is actively trying to kill him/his family/others
