Glitch Effect Photoshop Tutorial

In today's Adobe Photoshop tutorial we're going to have some fun creating a trendy glitch effect, that we'll apply to a photo some accompanying text. The effect combines digital distortions such as screen tearing, RGB splitting and scanlines to simulate the visual errors associated with digital video footage. Much like how analogue effects help to give your artwork a retro look, this glitch effect helps to achieve a modern or futuristic high-tech vibe.

i have a question. how do i add new layer in cs5 by using windows? when i add the new layer it does not change the layer to white color. and when i change it manually, i cannot do the halftone pattern. as it does not show like how on your video. help please D:

When I use rectangular marquee tool mark out a section go back to move tool and the whole picture moves.. I've only been able to move the selected area once and was on accident 😵.. what do I do??
