It's both actually. They recorded the audio first but come in throughout the process to re-do lines or record new lines etc...

I grew up with the Dutch dub of spongebob, so when I hear Clancy's wonderful voice I don't think of mister Krabs. I think of a tired 'ol police lieutenant with a cuss-heavy vocabulary. This man is a joy to listen to and he's very animated even when just voicing a character.
