James Buchanan, Professor Economics, George Mason University, 1986 Nobel Laureate in Economics, discusses political and constitutional rules within which politicians operate and summarizes his analysis of incentives faced by politicians and bureaucrats. He wants emphasis on long term consequences of actions and would like to see the Constitution amended to balance the budget.
