Basically, raw sewage was being dumped into the ocean and the waste was being pushed back into the bays, beaches, etc. Boracay had become a health hazard and environmental nightmare. Left as is, Boracay would have ended, as a tourist attraction, within a very short time. The video above: They dug a huge trench in the bay, laid several pipes and now in the process of covering the pipes with sand / filling the trench back up. Supposedly, the pipes will carry "treated" waste water and dumped beyond the bay.
