Not his fault he can't. Brain damage from a plane crash in his childhood robbed him of his ability to naturally control his optic blasts before his powers even manifested. But with the help of the Professor and his visor, he's trained himself to be able to use his blasts with pinpoint precision, fluctuating their intensity, and even ricocheting them off several surfaces (not one we see often, but it happens). He may need a special tool to control his power, but it's undeniable that Scott put in the work.
You don’t know how much he CAN control his power, because wherever he is will pay if he doesn’t, his eyes aren’t just lasers, his blasts come from another dimension and are solid physical beams.

The 'armor' grants, as one might expect, incredible durability but also enhanced strength and the like. She's also been able to produce psionic blasts as well.

... Danger Room is not a realistic simulation. Cyclops should have destroyed the Blackbird with his first blast, it went right into one of the engines.
Since Cyclops can't control his power, his beams are always "On". The visor he wears keeps those beams trapped in their own vector fields. However, there is a device on the sides of his visor that allows the lenses to slide apart at varying degrees, releasing the blast almost the same way we would open a heat vent. He can rotate the device to allow a thin beam through or he can turn it all the way to completely open the visor. Some versions of the visor have digital controls that connect to his gloves so that when he clenches his fists, the visor opens a certain amount. Hope this helps.

Most of his life and character is about controlling his truly destructive power. Cyclops is powerful because of his mutant ability, but because he gets results in spite of it. But, being able to destroy anything you look at can be useful as well
You act as if his words aren't correct despite his own inability to 'control' his own abilities. But the fact of the matter is he ACTUALLY can't. Armor can. Most mutants can. So acting as if you enacted some sort of 'gotchya' on Cyclops here is silly. He more than anyone knows how important control is. He has to exert control over his powers with every use, to never use more force than is necessary to incapacitate a threat because his beams can be (and are) lethal while also working to avoid collateral damage. Control is something the man has to display every day.
