bro there are a lot of stray dogs in India. And the animal shelters are also not everywhere. Once I tried to save a puppy and the animal shelter refused to adopt it saying that they have a lot of puppies . After a long conversation they agreed to take the puppy only if I could pay them certain amount for its food. I know its fucked up but , not many folks can afford to adopt puppies . That's why he left him there. Its sad 😥
